Study On Marine Scientific And Technological Achievements Industrialization In Fujian

As an important coastal province of China,Fujian Province is the experimental area of China’s marine economy development and the blue economy of the Strait.In recent years,Fujian Province has continuously attached great importance to its marine economy development and made great efforts to push forward its industrialization of the marine scientific and technological achievements.However,the industrialization of the marine scientific and technological achievements in Fujian Province has still been in the growth stage and has the problems such as deficiency of innovation ability in marine science and technology,disconnection between marine scientific and technological achievements and the market demands.Therefore,how to promote the development of marine scientific and technological achievements industrialization has been a significant assignment for Fujian Province.Firstly,this essay adopts documentary study on the marine scientific and technological achievements industrialization at home and abroad and has an overall review and summary about them.Secondly,from the perspective of the transformation mechanism of the marine scientific and technological achievements industrialization,this paper analyzes the basic status of the marine scientific and technological achievements industrialization in Fujian Province from two aspects including its research status and its industrialization efficiency,with the use of empirical research and normative research,qualitative analysis and quantitative analysis method.On one hand,the marine scientific research and technical efficiency of Fujian Province and 10 other China’s representative coastal provinces or cities during the period of 2009-2013 are comparatively analyzed,with the help of data envelopment analysis(Data Envelopment Analysis,abbreviated DEA).In the meanwhile,the marine scientific research and technical efficiency of 7 representative marine-related institutes and universities in Fujian Province are also comparatively analyzed,which helps to analyze the research status of the marine scientific and technological achievements industrialization in Fujian Province.On the other hand,Statistical analysis of the Classification of Marine Scientific and Technological Research and Development Achievements in Fujian Province during the period of 2009-2013 as well as the marine scientific and technological achievements transformation in the "6.18" Project Fair Marine and Fishery has been done,which helps to analyze the industrialization efficiency of the marine scientific and technological achievements in Fujian Province.Thirdly,using of systems engineering analysis,this essay analyzes the problems of the marine scientific and technological achievements industrialization and classifies them into four aspects concerning science and technology,market impetus,government drive,and talents cultivation.Lastly,based on the investigation and analysis of the situation and problems of the marine scientific and technological achievements industrialization in Fujian Province,this essay puts forward several measures on its future path of development.The marine scientific and technological achievements industrialization can be divided into innovation stage and industrialization stage of the marine scientific and technological achievements.Through investigation and analysis,with regard to the innovation stage of the marine scientific and technological achievements,the marine scientific research and technical efficiency in Fujian Province is ineffective,which is mainly because of the non-resource efficiency.With regard to the industrialization stage of the marine scientific and technological achievements,the majority of marine scientific and technological achievements are still at the basic research,applied research and experimental development field while there are fewer technology services and application of achievements,which means that fewer marine scientific and technological achievements can be directly transformed into achievement industrialization.To find out its cause,the main problems are imbalance of marine scientific and technological research,disconnection between marine scientific and technological achievements and market demands,decentralization and simplicity of government’s preferential policies,the lack of high-end talents etc.Therefore,this essay puts forward several measures as follows to enhance the marine scientific and technological achievements industrialization in Fujian Province: One is to optimize the marine scientific and technological research and development system.The second is to improve the market mechanism.The third is to give play to the government macro-control functions.The fourth is to emphasize the marine talents cultivation.The fifth is to raise awareness of universal ocean and actively carry out international exchanges and cooperation.
