Water resources allocation project is a construction project that changes the original temporal and spatial distribution of water resources to make full and efficient use of limited water resources.Since the reform and opening up,the state has invested a great deal of money in the construction of water resources allocation.After the establishment of many national key scientific and technological plans,the construction of water resources allocation projects has developed rapidly throughout the country.Water resources allocation project plays an important role in safeguarding the life and property safety of the country and people.At the same time,in the actual construction process,the water resources allocation project construction also has the vital influence to the ecological environment protection.Although the construction of water resources allocation project has improved the economic and social benefits of China,the construction of the project has been carried out.The impact on the ecological environment and the resulting ecological problems are increasingly prominent.Therefore,the environmental impact assessment of large and medium-sized water resources projects,water resources environmental uncertainty analysis and environmental risk assessment are necessary for the construction of water resources allocation projects.In the aspect of eco-environmental impact assessment of water resources allocation project,the relevant theoretical research and practical evaluation work in China are relatively late.Evaluation methods and systems are still under discussion and study,and there are many immature aspects.This paper reviews the research progress of environmental impact assessment at home and abroad,and introduces the beneficial experience of environmental impact assessment of water resources allocation engineering at home and abroad.On this basis,taking the impact assessment of terrestrial ecological environment of Northwest Water Supply project of Hainan Province as an example,the status of terrestrial ecological environment in this area and the influence of engineering construction on regional ecological environment are studied.This paper is based on remote sensing interpretation,line survey and sample investigation.In this paper,the effects of water supply engineering on the characteristics of terrestrial ecological environment,the present situation of environmental quality,the function of ecological environment and the trend of development in the study area are analyzed in detail by using various evaluation methods,and the evaluation conclusions are drawn.Based on the analysis of these impacts,the effective environmental protection measures of water supply project on ecological environment are put forward,which provide scientific basis for water supply project construction and its management.The research significance of this paper is to supplement,perfect and summarize the methods of terrestrial ecological environment impact assessment and prediction of water resources allocation project through the study of land ecological environment impact assessment of water resources allocation project.In this paper,the system theory is studied,and the system theory is applied in the actual scientific research case,and the experience and deficiency are summarized.It has certain enlightenment significance to the terrestrial ecological environment impact assessment of this kind of water resources allocation project.It also has certain reference value to our country ecological environment impact assessment.
