A Research On Oil Spill Pollution Of Response Management Of Cangzhou Waters

In recent years,Cangzhou Municipal People's Government attaches great importance to the port industry economic development,actively promote the development of oil drilling construction,makes the local economy growth pole with all strength.As the local port of Cangzhou waters,HuangHua port usher in the era of rapid development.With the development of port industry,Cangzhou Mritime Safety Administration has also being strengthen oil spill emergency management,and has obtained certain achievement.At the same time,there are more and more and more larger ship are coming into Cangzhou coastal waters,and the oil spill pollution risk of Cangzhou coastal area become higher and higher.Our country payes more attention to marine environmental protection during the course of high speed development of coastal marine.In Report on the Chinese government work of 2016,there are requirement to protect the marine environment,and to build our country a strong marine country.In 2017,Xi Jinping proposed to speeding up reform of the system for developing an ecological civilization,and building a beautiful china,Solving prominent environmental problems,speed up prevention and control of water pollution,speed up prevention and control of water pollution in report at 19th national congress of CPC.There are specific requirement relevant to the anti-pollution management of the coastal local People's Government aspect the emergency capability construction in regulation of control Pollution From Ships marine environmental management,which implemented on March 1st 2010.and the main pollution risk that present in Cangzhou coastal area is oil spilling risk.In the process of research,this paper collects and organizes related information through searching literature,field investigation and then analyzes the present situation and problems relevant to oil spill management in Cangzhou waters.This paper put forward suggestions on how to enhance emergency management of oil spill in Cangzhou waters on basis of learning advanced experience in oil spill emergency management at home and abroad.
