In recent years,with the rapid development of the oil industry and shipping industry,marine oil spill pollution accidents have occurred frequently,which poses a huge threat to the ecological environment and marine resources and also causes serious damage,causing widespread concern among the public.Marine oil spill pollution is a wake-up call for the safety of my country's marine environment,making us more aware that the serious consequences of marine oil spills are irreparable,and it also highlights the importance and urgency of building marine oil spill emergency response capabilities.Along with the development of the port economy,it is necessary to actively strengthen the construction of the oil spill emergency management system,focus on improving the offshore oil spill emergency management capabilities,continuously optimize the methods and methods of oil spill emergency management,and adopt scientific and reasonable oil spill emergency response measures to respond to the port development zone The risk of oil spill pollution.In this paper,through the search for data related to offshore oil spills,data collection,and on-site visits to the maritime and navigation security departments of Caofeidian Port,Tianjin Port,and Huanghua Port,we will learn more about the latest situation of China's offshore oil spill emergency capacity building,and apply the new public service theory and Governance theory,combined with the relevant laws and regulations of oil spill emergency management and government management responsibilities,has carried out research and analysis of the problems in China's offshore oil spill emergency management.Identified problems such as poor applicability of China's offshore oil spill pollution prevention and control regulations,low emergency organization coordination ability,weak emergency equipment facilities,and the emergency team has not yet formed a joint force,and learned from the advanced oil spill emergency management experience and practices of the United States,Canada,Australia,etc.,Proposed to promote the construction of marine oil spill pollution laws and regulations,improve the marine oil spill emergency plan,optimize the oil spill emergency organization and command system,strengthen the oil spill emergency information construction,improve the oil spill emergency equipment library management level,strengthen the oil spill emergency team The countermeasures and suggestions of the construction are to effectively deal with the marine oil spill pollution;at the same time,strengthen the service-oriented government construction,make full use of social resources to strengthen the government management,in the oil spill emergency management work,promote social pluralism and co-governance,and improve China's offshore oil spill emergency service level and Management capabilities to protect the marine ecological environment.
