Research On The Function Structure And Optimized Paths Of Land And Resources System In Bayannur City

The city-level land and resources system is the cornerstone of China's land and resources management.It is not only the manager of grass-roots land and resources,but also a service provider for the grass-roots people.The functional structure of the land and resources system and its performance of duties directly affect the overall effectiveness of its work.The functional structure of the land and resources system is horizontally represented by its responsibility for propaganda and implementation of land and natural resources laws and regulations,land and mineral law enforcement supervision,land development and renovation,basic farmland demarcation,rural housing land management,farmland protection,land ownership disputes investigation.To deal with,detect and stop the distribution of quantity and quality of more than ten important functions such as illegal land and resources,and vertically represent the hierarchical relationships formed by the vertical division of the organizational structure of land and resources.This paper uses its horizontal structure as the basis for its functions,focusing on its vertical structure,that is,the problem of the downward shift of the center of gravity of the land and resources system.With the continuous advancement of reforms in government agencies,Bayannur's land and resources system is constantly undergoing reforms in practice.In recent years,by continuously enriching the ranks of cadres,strengthening investment in basic construction,and improving the establishment of rules and regulations,the focus of management has been shifted to the grassroots level to a large extent,and grass-roots land and resources agencies have been able to fulfill their duties and serve the people better.service.However,factors such as imperfect institutional mechanisms,unclear positioning of functions,and inadequate supervision and management still constrain the performance of grass-roots land and resources systems.This requires that the path of grass-roots land and resources systems be explored in light of local conditions.This paper analyzes the current situation of the functional structure of the land and resources system in Bayannur City,analyzes its functional difficulties and constraints,and explores the reasons and paths for optimizing the functional structure of grass-roots land and resources systems in order to provide a reference for the future development of local and other regional land and resources systems.
