The Study On Pollution Control In Qinhuangdao Sea Area

Since the beginning of the 21st century,with the decreasing of the earth's land resources,countries around the world have set their sights on the ocean.The utilization of Marine resources and the development of Marine economy have become new growth points for economic development of all countries.As stated in agenda 21 of the United Nations,the oceans are an essential component of the global life support system and a valuable asset to help achieve sustainable development.The 19th CPC national congress put forward the development strategy of accelerating the building of a"maritime power".During the 2018 NPC and CPPCC sessions,general secretary xi jinping stressed that the ocean is a strategic place for high-quality development when he attended the shandong delegation's discussion.In the future,it will also become the inevitable direction of China's economic development to ask for space,resources,benefits,growth and wealth from the sea.However,with the rapid development of Marine resources in China,the problem of Marine environment pollution is becoming more and more prominent while driving economic growth.As one of the major port cities in hebei province and the surrounding bohai sea region,qinhuangdao has abundant Marine resources in the bohai sea region,providing strong impetus for the economic and social development of qinhuangdao.However,with the increasing development intensity of Marine resources,the Marine environment of qinhuangdao is facing more and more serious threats due to the influences of terrestrial pollutants,Marine engineering construction,offshore oil exploration and maritime transport.In this paper,by using the theory of public governance theory,environmental equity and sustainable development theory,using the methods of literature analysis,investigation method,the study on the status quo in qinhuangdao area,objective analysis of existing problems and the causes of sea pollution governance,on the basis of the advanced experience at home and abroad for reference,some countermeasures are qinhuangdao sea areas pollution treatment:one is to perfect the qinhuangdao sea area management system,establish a Marine pollution control of the defense mechanism of spreading.Second,we need to ensure financial input and technical support to achieve positive interaction in the treatment of Marine pollution.Third,we should create a favorable environment for Marine environmental protection and guide the public to actively participate in the management of Marine pollution.Through the above measures,the comprehensive control pattern of qinhuangdao sea area pollution control will be constructed,so as to fundamentally reverse the sea area pollution problem..
