Governance Efficiency Measurement Of Environmental Pollution In Shaanxi Province And Analysis Of Its Influence Factors

In recent years,the economy of Shaanxi Province has maintained a good momentum of rapid growth,and at the same time the environmental pollution problems caused by it have become increasingly prominent.Since the Eighteenth National Congress of the CPC incorporated ecological civilization construction into the overall layout,Shaanxi Province has consistently adhered to the in-depth implementation of Xi Jinping's ecological civilization thoughts and comprehensively promoted pollution prevention work.However,according to the "2018 Shaanxi Provincial Eco-Environment Bulletin",the number of air pollutions in Shaanxi Province has increased compared with the previous year.Some tributaries represented by red alkali tincture still have pollution or even severe pollution problems.The overall ecological and environmental quality rating For "good",environmental pollution pressure still exists,and environmental bearing is still facing severe challenges.In order to establish a coordinated relationship between the development of green economy and environmental quality,it is imminent to comprehensively implement the prevention and control of environmental pollution.Therefore,in this paper,the efficiency calculation and influencing factors of environmental pollution control in 11 urban areas of Shaanxi Province are studied.This article firstly elaborates on the related concepts of environmental pollution control,economic growth,industrial structure,population,foreign direct investment,and the impact of different factors on the environment.Secondly,it introduces the current situation of social and economic development,energy consumption and environmental pollution in Shaanxi Province.Finally,the Malmquist index in the data envelopment method is used to measure the efficiency of environmental pollution treatment in each urban area of Shaanxi Province,and the influencing factors are analyzed for the total factor productivity of environmental governance combined with the panel model in the econometric method.According to the analysis,the overall efficiency of environmental pollution control in various urban areas of Shaanxi Province has shown a downward trend in the past nine years.There are significant differences in the efficiency of different regions.This is mainly due to the lack of support for basic technology and equipment,and insufficient R & D and innovation energies.The management mechanism and level of pollution control need to be improved.According to the empirical results of the panel model,it is found that economic growth,population density,foreign direct investment,and international trade all have a positive impact on the efficiency of environmental pollution treatment,and the industrial structure has a negative impact on the overall environmental quality of Shaanxi Province.Endowments and development backgrounds are different,resulting in differences in some impact effects in different urban areas.Finally,based on the previous empirical analysis conclusions,I tried to put forward countermeasures and suggestions to further fight against environmental pollution.
