In 1990s,the over-exploitation situation aggravated because of the increasing area of cultivated land.This study selects Turpan Basin as the study area,based on field investigation and several of datas,combined with previous research results evaluation of groundwater resources to evaluation of groundwater resources and designate groundwater over-exploitation region.Through the numerical model to predict the governance effect of over-exploitation region under the control of"three red lines",and proposed the integrated governance measures of groundwater over-exploitation region.The main findings of the study include:(1)The calculation of water budget results in 2015 show that,the total recharge of groundwater in plain of Turpan basin is 79977×10~4m~3,the total discharge is 91272×10~4m~3,groundwater is negative equilibrium.The groundwater resources is 66453×10~4m~3,the exploitation of groundwater is 51346×10~4m~3,over exploitation is 27314×10~4m~3.(2)Based on the methods of water dynamic,exploitation coefficients and induced problems to delimit Turpan basin belonging to large and serious groundwater over-exploitation region,Thereinto,Toksun County's over-exploitation area is 701km~2,Gaochang District's over-exploitation area is 1201km~2,and Shanshan County's over-exploitation area is 851km~2.(3)Under the control of“three red lines”to exploitation groundwater until 2020,it's easily found the trend of declining groundwater level is alleviated,the over-exploitation region gradually reduced,and the degree of over-exploitation will be effectively controlled,the range of 46%over-exploitation region groundwater level is rising,over-exploitation region decreased by 1260km~2.And 2030,the range of 96%over-exploitation region groundwater level is rising;over-exploitation region decreased by 2644km~2.
