Research On Assessment System Of Resources And Environment Bearing Capacity

In recent years,with the deepening of the reform of ecological civilization system,the construction of ecological civilization in China has opened a new era of systematic governance system.In September 2017,the General Office of the State Council issued several opinions on the establishment of a long-term monitoring and early warning mechanism for carrying capacity of resources and environment,which indicates that the research on carrying capacity of resources and environment in China is gradually moving towards standardization,normalization and institutionalization,and at the same time pushes the carrying capacity of resources and environment to a research climax.Human social activities depend on the structural support of resources and environment system.To make economic and social activities consistent with the structure and function of ecosystem,it is important to evaluate the carrying capacity of resources and environment to judge whether they are suitable or not.Therefore,this paper takes the evaluation system of carrying capacity of resources and environment as the main body,and discusses it from three aspects: the evaluation subject,the evaluation object and the application of the evaluation conclusion.Because of the vagueness of the legislative provisions,the environmental supervision system is still dominated by the government at present.Because the monitoring and evaluation work is carried out under the unified work deployment,the main body of evaluation is government departments.However,there are many problems in the practice of the single evaluation subject: first,the overlapping of evaluation functions;second,the evaluation area has been fragmented;third,the evaluation behavior has been administrated;fourth,the evaluation personnel have been institutionalized.In view of this problem,this paper proposes to build an independent evaluation of third-party institutions,and to improve the third-party evaluation institutions from the aspects of improving market competition mechanism,establishing an effect evaluation system,and increasing financial support for third-party institutions.At the same time,in order to supervise the market operation of the third-party evaluation institutions,the government,the public and the institutions themselves put forward three aspects of supervision requirements to ensure the objectivity,professionalism and independence of the evaluation.Literally,the object of evaluation is the carrying capacity of resources and environment itself,but the theoretical support behind it is the ecological threshold.Eco-threshold refers tothe boundaries delineated for the state transformation between systems in order to protect the good state of the ecosystem.It is also a reminder that human social behavior should be within the critical value of the steady state of the system.Researchers divide it into two categories for the convenience of ecological scientific research: the threshold of ecological point and the threshold of ecological zone.Because of the need of environmental management,ecological thresholds can be assigned to different levels such as yellow,orange and red,which coincides with the classification of monitoring and early warning of carrying capacity of resources and environment.The ecological red line system is based on the carrying capacity of resources and environment,so further,the ecological threshold is the key link between the carrying capacity of resources and environment and the ecological red line system,and the ecological threshold is the technical basis for the delimitation of the ecological red line system.The application of evaluation conclusion is the last step to achieve the goal of strictly abiding by the bottom line of bearing capacity.Only when the conclusion is completely and effectively landed can we mobilize various forces to safeguard ecological security.According to the conclusion,the implementation of differentiated control measures(including control constraints and control support measures),improvement of the pricing mechanism of resources and environment,evaluation and assessment of the performance of leading cadres,and government development planning based on the evaluation conclusions,so as to avoid the evaluation conclusion becoming a waste paper.
