Resources onshore are increasingly scarce,and the trend of offshore resources development is becoming increasingly obvious.The development of offshore resources is difficult more than onshore.The construction of offshore engineering is very difficult,there are many kinds of profession,the relationships between external and internal parties is complex.The human resource management and allocation of offshore engineering are complicated from the general construction.Human resource management plays a key role in the whole cycle of offshore engineering project management.Only by rationally allocating human resources can the established objectives of offshore engineering project be realized,the whole process of implementing offshore engineering project can be effectively organized,and the delivery of offshore engineering project can be safely and high-quality within the prescribed time and budget.However,enterprises are also facing many challenges in the exploration and practice of marine engineering project management.How to set up a project team,mobilize its enthusiasm and give full play to their maximum effectiveness is an important issue for every enterprise manager and project leader to consider.The purpose of this paper is to discuss the allocation and management of human resources in offshore engineering construction.Based on the theories of human resources management,project management and organizational behavior designed by the Human Resources Management Institute of offshore engineering construction,the allocation of human resources in offshore engineering construction enterprises is analyzed,and the allocation of human resources in Offshore Engineering construction projects is proposed.Characteristics and international reference.After the above theoretical analysis,through the empirical analysis,this paper explores the Tanzanian offshore pipeline construction project,lists the offshore pipeline construction operators and the internal connection matrix,analyzes the personnel allocation problems,and puts forward countermeasures,optimizes the personnel allocation,further explores and deepens the relevant conclusions of this study.The limitations of the study and prospects for future research are given.
