The resource-based industries in the western region are characterized by low production efficiency,high energy consumption and high pollution.The pressure of carbon emission reduction is severe.Promoting the transformation and upgrading of resource-based industries and low-carbon development of industries in the western region is an important measure to maintain the stability of the ecological environment and ensure the coordinated development of the region.Numerous studies have shown that industrial agglomeration can optimize resource allocation,accelerate inter-regional factor flow and technology spillover,and have a positive impact on realizing the transformation and upgrading of traditional industries and reducing industrial energy consumption.This paper focuses on the impact mechanism and spatial spillover effect of resource-based industrial agglomeration on low-carbon industrial development in Western China.The results show that diversified agglomeration of resource-based industries is conducive to achieving low-carbon development,and positive spatial spillover effect is formed through technology transmission.Current regional development strategy should be coordinated with industrial ecological development.Based on theoretical and empirical analysis,this paper puts forward relevant countermeasures and suggestions on how to rationally utilize natural resources endowment,optimize energy consumption structure and resource allocation,and effectively utilize the diversified agglomeration of resource-based industries to promote industrial carbon emission reduction.The main contents and innovations of this paper are as follows.This paper is divided into six chapters: Chapter 1 expounds the research background,purpose,significance,research content,research ideas and innovation;Chapter 2 combs the relevant theoretical basis and literature review at home and abroad;Chapter 3 analyses the current situation of resource-based industrial agglomeration and low-carbon development in the western region and the correlation test between them;Chapter 4 theoretically analyses the influence mechanism of resource-based industrial agglomeration on low-carbon industry in Western China;Chapter 5 is an empirical test based on the previous analysis of the current situation and theoretical mechanism,mainly conduction mechanism and spatial spillover effect analysis;Chapter 6 is the conclusion and countermeasures.The innovations of this paper are as follows: firstly,the innovation of research perspective.Under the urgent need of transformation and upgrading of resource-based industries in the western region,industrial agglomeration is brought into the research system of low-carbon development,which provides a new research perspective for promoting the development of green low-carbon economy;secondly,the innovation of research methods,the construction of low-carbon index of industry,the impact mechanism framework of resource-based industrial agglomeration on low-carbon development of industry from three aspects: technology spillover effect,economies of scale effect and industrial structure optimization effect;finally,the innovation of research dimension is discussed.The spatial spillover effect of resource-based industrial agglomeration on low-carbon industry is discussed by using spatial panel model,which increases the research of spatial dimension.Due to the limited academic level and vision,the research may have some limitations;secondly,because there is no clear standard for the definition of resource-based industries and low-carbon industries,the research will be further expanded with the clarity of relevant concepts;finally,due to the data deficiencies in relevant areas,the research needs to be supplemented and improved.
