At present,improving the status of environmental pollution and realizing recycling of resources have become an inevitable choice for sustainable development.The government's effective supervision of all members of society plays an important role in the realization of sustainable development.The national economy has developed rapidly in recent years,and science and technology have also made rapid progress,prompting the rapid influx of various electronic products into national life,with mobile phones being the most obvious.However,mobile phones have the characteristics of short life cycle,rapid replacement and large user scale,which cause a large amount of electronic waste to be generated and handled improperly,resulting in increasingly serious environmental pollution.At present,China does not have a complete recycling system and related laws,and all relevant entities also lack responsibility awareness,resulting in disordered market recycling.Therefore,the residual metal value of used mobile phones cannot be effectively utilized and cause environmental pollution.How to effectively recycle used mobile phones,maximize the use of their residual value and reduce environmental pollution has become one of the hotspots of the industry and academic circles.The recycling of used mobile phones is an important channel to supplement rare metals.There are problems such as lack of effective policies and regulations,disorder of recycling market,and low awareness of consumer recycling,which leads to low recycling efficiency.Based on the existing research results,this paper explores the effective ways to improve the recycling rate in view of the low recycling rate of used mobile phones.The research work and results of this paper are as follows:First of all,this paper analyzes the current situation of consumption and recycling of mobile phones in China in recent years,and recognizes the urgency and importance of rational and efficient disposal of used mobile phones.According to the existing problems,the evolutionary game model is established based on the producer responsibility extension system.Then it sorts out the related literatures on the recycling of used mobile phones,the main game of government supervision,and the combination of system dynamics and evolutionary game methods,and finds the necessity of this research.By analyzing the game relationship between the government and the production enterprise in the recycling process,the external variables involved in the game model are determined.The payment matrix between government and production enterprises is constructed,and the model of replicator dynamic equation is introduced to solve the equilibrium solution of government reward and punishment in static and dynamic situations and analyze its stability.Secondly,the evolutionary game is the dynamic evolution process of the subject behavior,and the system dynamics is also the dynamic process of studying complex systems.In this paper,the dynamic evolution of the waste mobile phone recycling system is carried out,and the effective combination of evolutionary game and system dynamics is realized.The system dynamics model of the game is constructed according to the logical relationship in the dynamic equation of the replicator,and the external variables are reasonably assigned.On this basis,Vensim software is used to simulate the game process to verify the stability of the game equilibrium point.Combined with quantitative and qualitative analysis,it is found that: The game between government and producers in the recycling process of used mobile phones is a long-term process;There is no stable equilibrium point in static supervision.When the government rewards and punishments are dynamic,the system has a stable equilibrium point.And when the government's regulatory probability is maintained at a certain value,mobile phone recycling efficiency is the highest.Finally,this paper puts forward effective suggestions for the government to formulate corresponding regulatory policies,and at the same time finds the optimal recycling plan for the production enterprises.
