With the increasing development of economy and society in China,the role of urban rail transit is becoming more and more obvious.Space train as a form of urban rail transit,has the common advantages with monorail transit,namely,safe and comfortable,green,covers an area of less,low noise,good environmental compatibility,in addition,the space train also has lower cost,shorter construction period,more convenient construction,and easy to tear down,migrate and enlarge,etc.However,as most local governments are short of funds at present,they cannot rely entirely on the fiscal funds of local governments to invest in urban rail transit.BOT financing mode has been a mature financing mode in foreign countries.It has incomparable advantages over other financing modes in many aspects,however,this model has not been used in our space train construction.In this context,this thesis systematically studies the risk fuzzy comprehensive evaluation method and application of BOT financing mode in China’s space train construction.In this paper,based on the background of BOT financing mode and space train construction,the concept,advantages and disadvantages of space train and the scope of application,as well as the origin,concept,connotation,characteristics and deformation of BOT financing mode are fully studied.Under the theoretical foundation,this thesis first introduces the development status and main problems of BOT financing mode in China.Secondly,the necessity and advantages and disadvantages of BOT financing mode are studied.After that,the risk of BOT financing mode is classified,and the measures of risk avoidance and sharing are introduced.Then,based on the theory of risk fuzzy comprehensive evaluation,the model is constructed.Taking the monorail demonstration line in shuangliu district as an example,the comprehensive risk level of BOT project in the monorail demonstration line in shuangliu district is calculated by combining qualitative and quantitative methods,which provides certain reference for the risk fuzzy comprehensive evaluation method and application of BOT financing mode in China’s space train construction.Finally,based on the problems existing in the development of BOT financing mode in China,the disadvantages and risks of using BOT financing mode in the construction of space train,the corresponding Suggestions are put forward.
