Evaluation Of Technology And Finance Efficiency In Hebei Province

In recent years,with the rapid development of science and technology and the continuous improvement of the level of economic globalization,the advantages of Finance in promoting the development of science and technology have gradually emerged.Promoting the combination of science and technology and finance and improving the efficiency of science and technology and finance have become urgent problems to be solved.The coordinated development between Beijing,Tianjin and Hebei has attracted more and more attention.However,as an important part of the coordinated development between Beijing,Tianjin and Hebei,there is a certain gap between the level of scientific and technological financial development and that of Beijing and Tianjin.Studying the financial efficiency of science and technology in Hebei Province is conducive to improving the level of development of science and technology finance in Hebei Province and promoting the coordinated development of Beijing,Tianjin and Hebei.Based on the research results of science and technology finance at home and abroad,this paper uses qualitative research method and comparative method to analyze the current situation of science and technology finance in Hebei Province.It finds that the growth rate of financial science and technology expenditure and R&D expenditure in Hebei Province is higher than that in Beijing,and the investment of new fixed assets in high-tech industry is higher than that in Beijing and Tianjin.This paper studies the financial efficiency of science and technology in Hebei Province by quantitative research and comparative method.The empirical model of data envelopment analysis(DEA)is used to analyze the financial efficiency of science and technology in Beijing,Tianjin and Hebei from 2008 to 2017.It is concluded that although the financial efficiency of science and technology in Hebei Province is lower than that in Beijing and Tianjin,the financial efficiency of science and technology in Hebei Province is in the state of increasing returns to scale.Further using Tobit model to analyze the influencing factors of the financial efficiency of science and technology in Hebei Province,it is concluded that the proportion of the total output value of high-tech industries to the gross product of Hebei Province and the proportion of the loan balance of financial institutions to the gross product at the end of the year have a great influence on the financial efficiency of science and technology in Hebei Province,and the proportion of the financial expenditure of science and technology in Hebei Province is positively correlated with the financial efficiency of science and technology in Hebei Province.There was a negative correlation.Finally,in order to improve the efficiency of science and technology finance in Hebei Province and promote the development of science and technology finance in Hebei Province,the corresponding measures are put forward from the government,financial market and enterprises.
