The construction of urban water supply system projects is an important part of urban municipal infrastructure construction.It is the basic condition for maintaining a city's political stability,economic prosperity,technological development and healthy life.Its own importance,huge capital investment and huge engineering scale require it to be treated with science and caution.The construction of the urban water supply system project needs to be checked at all levels from the preliminary preparation stage to the completion and acceptance of the project.The pre-feasibility study phase is particularly important for controlling the overall project construction plan.However,multi-program comparison of the current urban water supply system construction projiects have the problem of lack in argument levels and decision makers has strong subjective assertiveness,the result is missed with the optimal decision-making plan,which ultimately reduces the construction quality of the urban water supply system project,causing city's water supply system lack of ability.Therefore,it is of great significance and value to carry out research on the optimal decision-making of urban water supply system project construction.The thesis studies and improves the shortcomings of the analytic hierarchy process,and uses the improved analytic hierarchy process(fuzzy analytic hierarchy process)to do the research of optimal decision of the urban water supply system project.Firstly,the multi-program decision-making problem of water supply system engineering project is regarded as a system.The system is divided and refined,and the influencing factors of the system are analyzed.A total of 16 influencing factors indicators based on the three main arguments are proposed.They are the raw water engineering system,the water intake engineering system,the water purification plant engineering system,the midway pressurized pumping station system,the distribution and distribution network and the ancillary facilities system under engineering reliability;the total project investment and financial internal rate of return under engineering economy.,financial net present value,investment recovery period,water production cost price;water supply service population under the social benefits of the project,urban and rural integrated water supply rate,employment opportunities,farmland occupancy,house demolition,environmental damage.Secondly,based on the 16 influencing factors,the hierarchical structure of the optimal decision-making problem is constructed,and the fuzzy analytic hierarchy process is used to solve the problem.The relative target layer based on the 16 influential factors is obtained.The comprehensive weight value forms a set of applicable and portable program optimization evaluation index system.Finally,through the hierarchical ordering of the scheme level,combined with the comprehensive weight value of the evaluation index system of the scheme optimization,the final ranking of the scheme level is carried out,and according to the quantitative expression of the total ranking of the hierarchy,the optimal decision for the construction of the water supply system project is obtained.The plan,that is,the recommended project plan.Finally,the paper uses a practical engineering project case to practically apply the results of the research,and draws the following conclusions:(1)Fuzzy Analytic Hierarchy Process(AHP)is applicable to the optimal decisionmaking of urban water supply system engineering project construction plan.(2)Improve the multi-program comparison and demonstration level of urban water supply system project construction.Three aspects of water supply system engineering reliability,engineering economics and engineering social benefits are adopted as the feasibility study stage of the water supply system project construction.(3)A set of evaluation indicators system for influencing factors for the feasibility study of multi-scenarios in the feasibility study stage of urban water supply system project construction has been formed.And the comprehensive weight value of each influencing factor index in the system relative to the optimal water supply system scheme is obtained,and the system has flexibility and portability,which can be used as reference for other similar projects.(4)Through the construction of the program optimization decision model,the results of the feasibility study stage of the urban water supply system project construction are more quantitative than the results of the selection and demonstration,and the recommended scheme is the optimal solution.
