| With the rapid growth of population and development of economy,the problems of resource shortage and ecological environment deterioration are becoming more and more serious.Only by solving these problems can we achieve the coordinated and sustainable development of society,economy,resources and environment.Jinan,as the capital of Shandong Province and a national megacity,has more benchmarking benefit and application value in the study of land resources carrying capacity.In this paper,Jinan City of Shandong Province is selected as the research object,and GIS technology is used to study its land resources carrying capacity.Based on the natural,socio-economic and land-use conditions of Jinan City,the evaluation index system should be reasonably selected to form an evaluation index system.Combined with the pressure state index of construction land and the pressure state index of cultivated land development,the comprehensive evaluation of the environmental carrying capacity of land and resources of Jinan City is carried out to obtain the comprehensive carrying state of Jinan City.On this basis,the bearing state of various land resources and solutions are analyzed,and provide support for the development policy-making of Jinan.It mainly includes the following contents:1.The paper analyzes the current situation of land resources and environment in Jinan City.On the whole,the situation of cultivated land protection is severe,the contradiction between supply and demand of construction land is prominent,the task of land overall utilization is arduous,and the task of land ecological environment construction is heavy.Combined with the characteristics of Jinan's resources and environment,the main function orientation,social and economic conditions,the evaluation factors are selected,the weight is determined,and the evaluation index system of Jinan's land,resources and environment carrying capacity is constructed.2.Based on the comprehensive evaluation of land resources and environment carrying capacity of Jinan City,the results show that 61 of the 135 townships in the city have the carrying capacity of construction land development,accounting for 45.2%,which is mainly distributed in the central urban area,the middle of Zhangqiu District,Pingyin County,Shanghe County,Jiyang County and other major grain producing areas;59 townships have the critical carrying capacity of construction land development,accounting for 43.7%,which is the main one It should be concentrated in the central urban area,sporadic villages and towns in Zhangqiu district and Changqing District;the carrying state of construction landdevelopment in 15 villages and towns is overloaded,accounting for 11.1%,mainly some villages and towns in Zhangqiu District,Changqing District and some villages and towns in the southern mountainous area.The cultivated land development and utilization bearing state of 105 townships is loadable,accounting for 77.78%,which is mainly distributed in the central urban area,Jiyang,Shanghe,Pingyin,Changqing and other traditional grain production areas;the cultivated land development and utilization bearing state of 8 townships is critical,accounting for 5.93%,which is mainly located around the central urban area and some scattered townships;the cultivated land development and utilization bearing state of 22 townships is Overload,accounting for 16.29%,mainly concentrated in Zhangqiu district and the southern mountainous area.The basic state of land resource carrying capacity of 46 towns is loadable,accounting for34.07%,which is mainly distributed around the central urban area,some towns in Pingyin County and Zhangqiu District,and most areas in Jiyang County and Shanghe County;the basic state of land resource carrying capacity of 62 towns is borderline,accounting for45.93%,which is mainly distributed in the central urban area,Changqing District,Pingyin County and Shanghe county The basic state of land resources carrying capacity of 27 townships is overload,accounting for 20.00%,mainly distributed in Zhangqiu district and some townships in the southern mountainous area.3.The policy suggestions for improving the comprehensive carrying capacity of land,resources and environment in Jinan are discussed.The towns with construction land development bearing status shall strictly control the scale of construction land,introduce enterprises with high land intensity and low pollution and energy consumption to promote economic development;the towns with critical status shall focus on the transformation of old urban areas to improve the utilization efficiency of construction land.For villages and towns with overload status,we should enhance the ecological environment protection,and coordinate with the old urban reconstruction,the new rural construction,and the construction of linking the increase and decrease of villages to reasonably adjust the construction land.In the towns where cultivated land can be developed and utilized,we should improve the level of agricultural science and technology innovation and speed up the development of modern agriculture.The development and utilization of cultivated land in villages and towns is critical.We should enhance the added value of agricultural and sideline products,extend the industrial chain and develop high-end agriculture.For towns in overload state,projects such as comprehensive development and utilization of low hills and gentle slopes and developmentof unused land should be increased,some inefficient construction land should be removed reasonably,and the amount of cultivated land should be supplemented.Towns with overloaded land resources should be developed according to local conditions.The southern mountainous areas should focus on the development of tourism and other high value-added tertiary industries as the pillar industries of township development.Yaoqiang town should mainly develop logistics,storage and high-tech industries.Diao town and Puji town in Zhangqiu District need to adjust their economic structure and promote backward industries. |
