With the deepening of national urbanization,the rapid growth of construction land has led to the destruction of the ecological environment,resulting in the disorder of multi-objective regional economic development and the imbalance of land spatial structure and layout.In order to balance the effective use of land and space and the sustainable development of natural resources,local governments use land use planning,urban planning and ecological environment planning to improve regional economic development,protect resources and environment and balance regional economic and social development.In the development of land and space,it is one of the effective methods to balance the development by using the evaluation of resource and environment carrying capacity and the evaluation of the suitability of land and space development,that is,"double evaluation".Firstly,this study focuses on the evaluation of resource and environmental carrying capacity and the evaluation of land and space suitability(hereinafter referred to as "double evaluation").In the research on the evaluation of resource and environmental carrying capacity,this paper focuses on water resources and land resources,explores the population scale and land scale under different resource constraints,and puts forward a scientific method for the evaluation of regional resource and environmental carrying capacity by using per capita quota index method and scenario prediction method.In the study of land space suitability evaluation,this paper starts from three aspects: ecological protection,agricultural production and urban construction,reflects the requirements of three different spaces: ecology,production and life,and summarizes the scientific methods of regional land space development suitability evaluation by using Delphi method and analytic hierarchy process.In order to strengthen the combination of theory and practice,this paper takes Liangshan Yi Autonomous Prefecture(Liangshan Prefecture for short)as the research object to carry out "double evaluation".Firstly,understand the basic regional situation,resource and environmental characteristics and the current situation of land spatial layout of Liangshan Yi Autonomous Prefecture at this stage;Secondly,the evaluation is carried out from the two dimensions of resource and environmental carrying capacity and land spatial suitability evaluation,and the evaluation results are analyzed to explore the potential space of agricultural development and urban development in Liangshan Prefecture,so as to provide data support for the subsequent spatial planning.The results show that the area of the most important ecological protection area in Liangshan Prefecture accounts for a high proportion and faces challenges in ecological protection and urban development;The suitability results of agricultural production and development fit well with the current spatial pattern;The fitting degree of urban construction land layout and evaluation is low;On the whole,there is more room to improve the carrying capacity of resources and environment.The results of this paper can provide a theoretical reference for planning the scale and direction of state economic development.
