Study On The China's Management System Of Maritime Territory Serving The Strategy Of Maritime Power

The ocean has always had an important influence in the changing times and national development.With the continuous development of the global economy,resources have become one of the important guarantees for the development and progress of various countries.The rich resources endowed by the vast ocean have made various countries pay more and more attention to the construction of the oceans,and the maritime conflicts among the coastal countries have intensified.In the new historical period,China's overall national strength has continued to increase,and the ocean has gradually developed.The report of the Nineteenth National Congress of the Communist Party of China requires:"Insist on the overall planning of land and sea and speed up the construction of a strong oceanic country."The development,utilization,protection and control of the ocean are the pilots for the construction of a strong oceanic country,and the protection of the motherland's marine rights and interests is the foundation for the development,utilization and protection of the ocean.In the development of the ocean,there is an important part about the national rights and interests,namely the Haijiang,and the management system of the Haijiang determines the direction and level of the management of the Haijiang,which is an important basis for the management of the Haijiang.Against the background of building a strong maritime country,perfecting the management system of the maritime frontier is conducive to safeguarding the territorial sovereignty and the national sovereignty interests.The research on the management system of China's sea frontier,especially the improvement on the basis of the existing system,is not only conducive to better management of sea frontier,but also can promote the prosperity and development of our country.Based on collaborative governance theory and holistic governance theory,this paper uses the literature research method,historical research method and comparative research method to first analyze the research background and significance of the Haijiang management system,and expounds the research status of the relevant content of the Haijiang management at home and abroad.Then it analyzes the concepts of sea frontier,maritime power strategy and sea frontier management system,as well as sea power theory,collaborative governance theory and holistic governance theory to consolidate the theoretical foundation of this article.The third part expounds the problems and causes of China's Haijiang management system by analyzing the history and current status of China's Haijiang management system.The fourth part summarizes the experience of sea frontier management in the United States,Britain and Japan and its enlightenment to China's development.The fifth part summarizes the path selection for the construction of the sea frontier management system that serves the maritime powers.It should be based on the ancient Chinese sea frontier governance experience,draw on the foreign high-quality management experience,reasonably position the management subject,integrate the sea frontier management institutions and functions,and improve the relevant legal system..Realize and improve the management system of China's Haijiang in terms of institutional functions,management subjects and legal systems.
