Since reform and opening up,China's mixed ownership economy has achieved rapid development under the globalization framework.With the great changes in the situation at home and abroad,the focus of China's economic work has gradually shifted from pursuing speed to improving quality.In this process,coordinating the many contradictions of the ecological environment and economic development has become the current universal consensus and primary task in China.Specific to the agricultural field,agricultural production methods represented by excessive fertilization and overuse of drugs are still widespread,and problems such as uneven regional development and slow agricultural industrialization have not been fundamentally improved.The Nineteenth National Congress pointed out that building an ecological civilization is a millennium plan for the sustainable development of the Chinese nation,emphasizing the construction of a modern agricultural production system that combines resource use with environmental protection.For ethnic regions,the urgent need for socio-economic development and the relatively fragile ecological environment make it more challenging to achieve healthy agricultural development.Among them,the Wuling Mountain Area is a cross-provincial economic cooperation area that integrates the old revolutionary areas,ethnic areas and poor areas.The agricultural base is lagging and it has more development potential,which deserves a lot of research from multiple perspectives.In recent years,with the continuous improvement of the theoretical framework and analytical methods of agricultural ecological efficiency,it has provided a reliable basis for scientifically understanding the main problems of agricultural development and ecological environment.To this end,this paper systematically sorts out the relevant research results of scholars at home and abroad,analyzes and summarizes the specific research methods,and selects Jishou,Luxi,Fenghuang,Huayuan,Baojing,Guzhang,Yongshun,and Longshan,and other counties in Hunan Province In the region,the empirical analysis of agricultural eco-efficiency in counties and cities from 2003 to 2018 was carried out through a super-efficiency SBM model based on undesirable output,and further research was conducted on the factors affecting agricultural development in conjunction with the Tobit model.The study found that from 2003 to 2018,the overall agricultural eco-efficiency of counties and cities was in a state of decline and fluctuations,and there was a certain degree of inefficient input in various agricultural inputs,of which land,fertilizer,and agriculture were the most prominent.At the same time,excessive agricultural fertilizer loss and excessive pesticide residues have caused agricultural pollution.In view of the current situation,the overall improvement of agricultural technology and agricultural service system needs to promote the overall improvement of the overall agricultural ecological efficiency;the agricultural eco-efficiency between the counties and cities is represented by four distinctly different echelons.Among them,Luxi,Guzhang,and Longshan have maintained ecological efficiency all year round;Jishou,Huayuan,and Yongshun have maintained a high level of agricultural eco-efficiency;Baojing has maintained a medium level of agricultural eco-efficiency;and the level of agricultural eco-efficiency in Fenghuang is relatively low.An empirical analysis of the factors affecting the agricultural ecological efficiency in eight counties and cities shows that the narrowing of the urban-rural income gap is conducive to the improvement of agricultural ecological efficiency.By consolidating the economic foundation of rural areas,it is conducive to the sustainable development of rural industries.The agricultural industrialization development provides the foundation to further strengthen the economic ties between urban and rural areas;the economic crop-based planting structure is conducive to the improvement of agricultural ecological efficiency,which provides a feasible direction for the implementation of agricultural industrialization development;and the effective irrigation rate and The significant negative impact of the increase in per capita cultivated land area on agricultural ecological efficiency indicates that the level of agricultural technology still needs to be greatly improved to achieve greater returns per unit of agricultural production input.According to the main research conclusions,this article combines the relevant guiding ideology of the "The Wuling Mountain Area Regional Development and Poverty Alleviation Plan(2011-2020)",and proposes corresponding policy recommendations,including: 1.Fully tap the ecological value in rural collective economy;2.establish a unified agricultural waste management system;3.improve the use efficiency of agricultural production input;4.promote the integration and development of rural industries.
