In the context of economic globalization,world politics,and economic integration,the electronics and communications equipment manufacturing industry plays an important role in the national economy.Although China's electronics and communications equipment manufacturing industry has achieved good development in recent years,many core technologies are still constrained by other countries and are still at the low end of the international industrial chain.To transform and upgrade,it is necessary to improve its technological innovation efficiency.This article comprehensively uses the DEA-SBM model based on super-efficiency,the Malmquist index analysis method,and the Tobit model to empirically analyze the technological innovation efficiency and its influencing factors of electronic and communication equipment manufacturing in 24 provinces in China from 2009 to 2016.Method: Establish an innovation efficiency evaluation index system.Taking the electronics and communication equipment manufacturing industry in 24 provinces in China as the sample for analysis during 2009-2016,use the super-efficiency DEA model for static evaluation,and measure and evaluate its pure technical efficiency,scale efficiency and Comprehensive efficiency;and the dynamic analysis of technological innovation efficiency using the Malmquist index method;later,the Tobit model was used to verify the impact of different factors on the technological innovation efficiency of China's electronics and communications equipment manufacturing industry.The research found that:First,the overall technological innovation efficiency of the electronics and communications equipment manufacturing industry has been tortuous.From 2009 to 2016,its pure technical efficiency increased,but its scale efficiency declined.Second,the efficiency of technological innovation varies among provinces in the electronics and communications equipment manufacturing industries.From a regional perspective,in terms of comprehensive technical efficiency and pure technical efficiency,the eastern region is higher than the central and western regions;while the central region is higher in scale efficiency than the eastern and western regions.Third,the impact of R & D funds on the technological innovation of the industry is positive.Similarly,the increase in investment in R & D personnel will also improve the technological innovation efficiency of the industry.The degree of opening to the outside world and the size of the market have significantly negative effects on the efficiency of technological innovation.The government funding support has not passed the test,and its coefficient is positive,indicating that government funding support has a positive impact on the efficiency of technological innovation,but the effect is not obvious.
