Science and technology have increasingly become a revolutionary force to promote economic and social development and the improvement of knowledge level, and have deeply and widely penetrated into all fields such as economy, politics, culture and daily life.Human beings are gradually transiting to the knowledge-based economy society. In the future, the society will construct systematically with knowledge as the core, and science and technology will become the decisive factor for social development. This paper takes David Bloor’s "Strong Program" theory as the theme, aiming to deepen the theoretical research of scientific knowledge, and provide limited practical care combined with the background of the times.Epistemology is one of the most important parts of philosophy,so it is decided that a large number of scholars pay attention to it.In the early period, the western countries advocated the truth and purity of knowledge, but with the loss and evolution of time, the idea represented by Bloor’s "Strong Program" appeared until the middle of the last century, optimized and adjusted the previous epistemological ideas, and criticized their ideas. In this thought,"all knowledge is relative and social Constructed and determined ".The proposal of "Strong Program" marks the birth of Sociology of scientific knowledge, and realizes the transformation of Sociology of science from non-cognitive sociology of science to cognitive sociology of science.According to Bloor,"the’ strong ‘of a Strong Program means that all knowledge contains social dimensions that can never be eliminated or transcended.".Therefore,it can be found that the emergence of this idea is more to advocate the sociological dimension to analyze scientific knowledge, and at the same time to strictly implement its principles. However, the relativism position of "Strong Program" in the sociology of scientific knowledge is obvious, which not only causes many scholars’ criticism and query, but also makes the innovation and development of the theory encounter great difficulties. This paper expounds the social background and theoretical source of David Bloor’s "Strong Program",and lays a solid logical foundation for theoretical construction based on the above research background and research foundation;then systematically explains the main contents of "Strong Program" theory from the four tenets of "Strong Program" and their relationship with relativism and empiricism, and also analyzes its theoretical dilemma from three aspects: relativism, internalcontradiction and scientific rationality;makes a theoretical analysis of David Bloor’s "Strong Program" and predicts its future trend at last.
