Since the 19 th National Congress of the COMMUNIST Party of China(CPC),the prevention and control of pollution has become a hot issue of national concern,among which air pollution has drawn more and more attention.People are increasingly calling for clear water and blue sky.At present,China's air environment has been preliminarily improved with the help of various measures.But at the same time,also paid a huge price for it,the contradiction between environmental protection and economic development is increasingly prominent,how to realize the call of "both gold and silver mountains,but also clear water and green mountains" has become a difficult problem.As one of the central cities in the key polluted areas of the Beijing-Tianjin-Hebei city cluster,Tianjin has unique natural and social and economic characteristics.Its energy consumption is heavily dependent on coal,oil and other fossil energy,which causes great pressure on the air environment.Therefore,by quantifying the efficiency of air pollution control in Tianjin,this study studies the problems existing in the investment of air pollution control in Tianjin at the present stage,so as to provide theoretical and practical reference for air pollution control in Tianjin.In order to explore the investment efficiency of air pollution control in Tianjin,this study adopts the analytical method combining literature research and investigation,comparative analysis and normative analysis and empirical analysis.First of all,this study analyzes the current situation of air pollution in Tianjin and the current situation of investment in air pollution control,and finds that the total amount of investment in air pollution control in Tianjin is unstable and the investment scale isunstable.Secondly,three input indexes and three output indexes of Tianjin from 2008 to 2017 are selected for analysis,among which the input indexes are: investment in urban environmental infrastructure construction,investment in industrial pollution source control,and investment in environmental protection completed in the current year.Output indicators are sulfur dioxide emissions,nitrogen oxide emissions,smoke(dust)emissions.The data envelopment method is adopted to analyze the air pollution control efficiency of Tianjin by DEAP software.The calculation results include comprehensive efficiency,pure technical efficiency and scale efficiency.The final analysis,from the point of view of the longitudinal,tianjin in ten years from 2008 to 2017 a total of four years of investment efficiency effectively,2008,2012,2016 and 2017 respectively,the rest of the year of air pollution in tianjin is not the pure technical efficiency and scale efficiency of scale to achieve effective and diminishing returns,the description of tianjin in air pollution control investment scale,investment structure and application of technology level has great room for improvement.Admiral from transverse of tianjin in2013,2014,2015,three years of air pollution control input and output data and the data envelopment analysis in other 30 provinces,the national31 provinces and cities are obtained investment efficiency of air pollution control,the results found that the comprehensive efficiency of tianjin in this three years of investment are less than 0.5,ranked in the nation in the medium and lower levels,description of tianjin in air pollution control is still a long way to go.Based on the three dimensions of air pollution input,output and investment efficiency in Tianjin,this study proposes four countermeasures: improve environmental protection investment and improve pollution control efficiency;Controlling pollution emissions;Build an engine of green development;We will take responsibility for environmental protection.
