Study On The Estimation And Influencing Factors Of Environmental Resource Allocation Efficiency

With the sustained and rapid development of China's industrial economy,Especially in the current situation of slowing economic growth and tightening environmental and resource constraints,the contradiction between economic growth and environmental protection is becoming increasingly serious.Therefore,it is an important measure to achieve the new development goal of high-quality economic development and high-level protection of ecological environment by scientifically and reasonably measuring and evaluating the allocation efficiency of environmental resources and putting forward feasible policy recommendations.Firstly,this paper defines the important concepts of environmental resources and allocation efficiency,and expounds the theoretical basis of allocation efficiency of environmental resources.Based on the system theory,the formation mechanism of environmental resource allocation efficiency is analyzed from both internal and external perspectives.The internal formation mechanism mainly analyses how the internal elements of environmental resource allocation system influence the efficie ncy of environmental resource allocation through interaction.The external formation mechanism mainly analyses how the external environment of environmental resource allocation system affect the efficiency of environmental resource allocation.Thus,it lays a solid theoretical foundation for the construction of the evaluation model of environmental resource allocation efficiency.Secondly,from the perspective of input of environmental resources,on the basis of selecting three kinds of specific environment al input factors and other input-output indicators,this article uses the BBC input-oriented model to analyze the allocation efficiency of environmental resources in 30 provinces(except Tibet)of China in 2016,and explores the regional differences of the allocation efficiency of environmental resources;and then constructs the Malmquist index model.Based on the panel data of 30 regions in China from 2003 to 2016,this article explores the changing trend and space-time characteristics of China's environmental resource allocation efficiency in 14 years.The results show that the allocation efficiency of the three types of environmental resources input factors presents the characteristics of low overall level based on static time,and there are significant d ifferences among different regions.Based on dynamic time,the allocation efficiency of the three types of environmental resources in China shows an increasing trend from 2003 to 2016,mainly due to the growth of technological progress rather than technolo gical efficiency.The allocation efficiency of input factors shows different trends in space dimensions.Thirdly,Tobit regression model is used to further study the factors affecting the efficiency of environmental resource allocation.The results show th at the influencing factors of the three types of environmental resources allocation efficiency are different.The common factor is that the economic openness,urbanization level,technological progress and environmental regulation have significant effects on the three types of environmental resources allocation efficiency.Among them,economic openness,technological progress and environmental regulation are all positive effects;the difference is that industrial structure has positive effects on the first two types.Finally,combining the content above,the article puts forward targeted policy recommendations for the optimization of the allocation efficiency of environmental resources.
