Evaluation And Improvement Of Allocation Efficiency Of Science And Technology Resources In Shaanxi Province

With the advent of the era of knowledge economy.the quantity and quality of investment in scientific and technological resources fundamentally determine the country’s innovation level and innovation performance.However,the relative scarcity of science and technology resources and the low efficiency of science and technology resource allocation both restrict the improvement of science and technology innovation ability to a certain extent.As a major province of science.education and culture,Shaanxi is rich in science and technology and human resources,and has obvious advantages.The abundant scientific and technological resources have not been effectively converted into economic development results,resulting in the "Shaanxi phenomenon" in which the stock of science and technology does not match the level of economic development.It is a huge problem for the comprehensive development of economy and society in Shaanxi Province.How to solve the "two skins" of the disconnection between science and technology and the realization of catching up and surpassing the economic development level,the only way to achieve this is to give full play to the driving role of technological innovation and make technological innovation a new engine leading economic development The key part is to improve the efficiency of the allocation of scientific and technological resources.Therefore,it is of great practical significance to study the allocation efficiency of Shaanxi science and technology resources and its influencing factors.Based on the relevant theoretical analysis of resource allocation efficiency and the analysis of the status quo and problems of science and technology resource allocation in Shaanxi Province,this article selects appropriate input-output indicators to establish an evaluation index system for science and technology resource allocation efficiency,and analyzes the efficiency of science and technology resource allocation in Shaanxi Province from both dynamic and static aspects.For analysis.First,the super-efficiency SBM-DEA model and the super-efficiency DEA model were used to evaluate the static efficiency of science and technology resource allocation efficiency in Shaanxi Province,respectively,and compared with the national science and technology resource allocation efficiency from two horizontal and vertical perspectives.Grasp the degree of science and technology resource allocation efficiency in Shaanxi Province;Secondly,use the Malmquist Index to analyze the dynamic changes of science and technology resource allocation efficiency in Shaanxi Province from 2009 to 2018,and analyze the reasons for the changes on this basis.Thirdly,analyze the influence of factors such as government investment in education,industrial structure adjustment,degree of opening to the outside world,degree of environmental governance,economic development level and other factors on the allocation efficiency of science and technology resources in Shaanxi Province;Finally,according to the conclusion of the study,the countermeasures and suggestions to promote the improvement of the allocation efficiency of Shaanxi’s scientific and technological resources are put forward.Through research,the main conclusions reached are:(1)Shaanxi’s scientific and technological talents have increased cumulatively,but there is a tendency to brain drain;Shaanxi’s investment in scientific and technological financial resources has increased year by year,but the input structure has been unbalanced,the funding source is single,and the distribution is not reasonable;Insufficient technology transfer and transformation of enterprise achievements in universities;the role of military resources in feeding back the economy is not obvious;(2)The measurement of the efficiency of science and technology resource allocation under environmental constraints is more scientific and reasonable.Comparing the comprehensive efficiency of scientific and technological resource allocation in Shaanxi Province with the average value of the comprehensive efficiency of each year in the country,the comprehensive efficiency of scientific and technological resource allocation in Shaanxi Province is at the upper middle level,and the level of total factor productivity is gradually increasing,but there is still input redundancy.Shaanxi Province The situation where scientific and technological resources are not used reasonably;(3)The level of education development,industrial organization adjustment,and environmental governance are positively related to the efficiency of science and technology resources allocation in Shaanxi Province.The positive improvement of these three factors can promote the efficiency of science and technology resources allocation in Shaanxi Province.The degree of openness to the outside world are inversely related to the efficiency of Shaanxi’s science and technology resource allocation.The level of regional economic development has no significant impact on the relative value of Shaanxi’s science and technology resource allocation efficiency.
