With the steady progress of ecological civilization construction,green development has become a new trend of China's future development.In the era of industrialization,the extensive growth mode of high investment,high energy consumption and high emission has brought serious damage to our resources and environment,and also brought negative impact on our economic development.At present,China has become a major resource consuming country in the world,and its economic development is facing severe challenges.It is urgent to solve the problems of resources and environment.More and more scholars are aware of the importance of green technology innovation,and regard it as a means to realize the "win-win" development of economy and environment.The impact of environmental regulation on green technology innovation has become the focus of academic research.The study of the relationship between environmental regulation and green technology innovation from the perspective of China's national conditions is helpful to play the role of environmental regulation in promoting green technology innovation,and is of great practical significance to explore the sustainable development path in line with China's national conditions.On the basis of combing the relevant theories and literature of environmental regulation and green technology innovation,this paper analyzes the impact of environmental regulation on the efficiency of green technology innovation by combining qualitative and quantitative analysis.In a certain period of time,different intensity of environmental regulation has different impact on green technology innovation,which leads to uncertainty of the impact of environmental regulation on green technology innovation efficiency of Industrial Enterprises above scale.In the empirical analysis,the entropy method is used to measure the intensity of different types of environmental regulations,and the max DEA technology is used to measure the efficiency of green technology innovation in different regions,and the results are compared and analyzed.Finally,the fixed effect threshold regression model is constructed based on the panel data of 30 provinces and cities in China from 2011 to2016,and the empirical analysis of different types of environmental regulations on green technology in different regions is conducted The specific impact of innovation efficiency is analyzed and found that:From the analysis of the index calculation results,we can see that the green technology innovation efficiency of Industrial Enterprises above Designated Size shows the difference between the East,the middle and the west,which is consistent with the economic development level of each region.The green technology innovation efficiency of Industrial Enterprises above Designated Size in most provinces of the eastern region has reached the effective level,and only a few industrial enterprises above Designated Size in central and western regions The efficiency of green technology innovation in industry has reached an effective level.Generally speaking,the efficiency of green technology innovation in Industrial Enterprises above Designated Size in China has not reached an effective level,and the efficiency of green technology innovation needs to be further improved.(2)the intensity of environmental regulation in China also shows different patterns,with the intensity of command-based environmental regulation and incentive based environmental regulation as follows: eastern region > central region > western region In some regions,the intensity of voluntary environmental regulation is in the middle >the East > the West.To some extent,the results of the differences of the intensity of environmental regulation in different regions prove the necessity of the discussion in different regions.(3)The impact of different types of environmental regulations on the efficiency of regional green technology innovation shows obvious regional differences.The ordered environmental regulations have a single threshold value for the eastern region,and it can promote the green technology innovation of Industrial Enterprises above the scale in the eastern region whether the intensity of environmental regulations exceeds the threshold value or not There are double threshold effects on the green technological innovation efficiency of Industrial Enterprises above the scale in the central region.There is the effect of first inhibition,then promotion and then inhibition.The inhibition effect of exceeding the first threshold is not significant,and the promotion effect and the inhibition effect of exceeding the second threshold are significant.There is a single threshold effect on the western region,and It also shows the role of promoting,when the threshold value is crossed,the role of promoting begins to become significant;incentive environmental regulation has a single threshold effect on the efficiency of green technology innovation of Industrial Enterprises above scale in the eastern region,and shows the "U" relationship of first inhibition and then promotion,and both of these effects are significant,which have a significant impact on the green technology innovation of Industrial Enterprises above scale in the central region There is a double threshold effect of efficiency,and it also shows a "U" relationship of first inhibition and then promotion.The inhibition effect is not significant but the promotion effect is significant.There is a single threshold effect on the green technology innovation efficiency of Industrial Enterprises above the scale of the western region,and it also shows the promotion effect.Voluntary environmental regulations exist on the green technology innovation efficiency of Industrial Enterprises above the scale of the three regions In the single threshold effect,it has a significant inhibition effect on the eastern region first,and then on the central and western regions whether through the threshold or not,and it has no significant inhibition effect on the left side of the threshold,while it has a significant inhibition effect on the right side of the threshold.The degree of environmental pollution in different regions of China is different,and the impact of environmental regulation on green technology innovation of Industrial Enterprises above the scale in different regions is also different.Therefore,in order to achieve economic growth and reduce the damage to the environment,countermeasures and suggestions are put forward,such as implementing the type and intensity of environmental regulation according to local conditions,actively introducing foreign businessmen,and improving corporate social responsibility.
