In January 2019,Shandong Province issued the "Opinions on Handling Issues Related to the Transformation of Provincial Public Institutions into Enterprises",and put forward implementation opinions on promoting the standardized management and deepening reform of geological exploration units by classification,and gradually implementing separation of affairs and enterprises.In this regard,many geological survey units have improved their management level through performance management.However,it has been found in practice that,for most state-owned geological survey units,the performance management work carried out at this stage has not achieved satisfactory results,and there are still many problems.In this regard,to achieve the unit's strategic goals and sustainable development,it is necessary to optimize the existing performance evaluation scheme.This article takes the LN Geological Survey Institute as the research object,analyzes the existing performance assessment problems of the LN Geological Survey Institute by analyzing theoretical knowledge and questionnaires related to performance assessment,and formulates a scientific and effective performance assessment optimization plan that meets the characteristics of the LN Geological Survey Institute.First,according to the development background and reform needs of the LN Geological Survey Institute,this paper puts forward the background and significance of the research,summarizes the concepts and theories of performance and performance management system,summarizes the target management method,key performance indicator method,and balanced scoring.Card and other methods were studied,and related researches at home and abroad were reviewed.Second,the status and problems of the performance evaluation of LN Geological Survey Institute were analyzed.The general situationof LN Geological Survey Institute was introduced,and its current performance was carried out.The assessment status is described,including assessment positioning,content,process,standards and other factors.Through questionnaire surveys and interviews,the existing problems are analyzed and summarized,including a single assessment method,lack of scientific quality assurance settings,and lack of assessment feedback.Effective communication,single application of assessment results,etc.Thirdly,the performance evaluation system of the LN Geological Survey Institute was optimized.After establishing the principles and ideas for optimization,the performance evaluation methods,performance evaluation indicators,communication and feedback of performance evaluation,and the application of performance evaluation were optimized,and The optimized scheme was implemented.Finally,safeguard measures were proposed for the LN Geological Survey Institute's performance evaluation and optimization plan,including organization,system,personnel training,salary adjustment,technology,culture,and other aspects.Through the evaluation of the implementation of the optimization scheme,it is found that the optimization scheme can solve its existing problems in a targeted manner,and can improve the effectiveness of the LN Geological Survey Institute to a certain extent.The optimization work provides useful reference.
