Feasibility Study On Dalian Oil Store International Project Of CNPC

Oil is an important strategic materials to protect the national economy,politics,military security The ownership and use of oil have become the important factors to measure a country's comprehensive power.At present,the crude oil reserve scale and reserve days of our country is far behind Japan,the United States and other countries.Therefore,in order to ensure the oil supply security of the state and enterprises,building crude oil reserve system has important strategic significance and research value.With the revitalization of northeast economy and the development of northeast petrochemical enterprise,relying on the dalian port the quantity in and out of crude oil,product oil and liquid chemical increase by a wide margin.Therefore,in order to ensure the supply of crude oil in the hinterland of the oil refining enterprise,further expanding the crude oil transit market,adapt to the development requirements of ship large-scale.The construction of Dalian oil store in northeast China has important strategic significance to secure a reliable and long-term supply of of for the refining enterprise in bohai rim region,especially the refining enterprise in dalian area.In Dalian the construction of crude oil reserves to accord with national industry policy and energy development planning,is the national energy security needs for avoiding the risk of crude oil supply,meeting the needs of the Petrochemical Enterprises normal production and seizing the opportunity of low oil prices to reduce costs.The Dalian oil store project is the research object of this paper.According to the spirit of the documents related to energy from the national,China Petroleum Group and the local government,complying with national standards and requirements of crude oil store function and the property,project analysis combine with all aspects of the situations.The research results include demonstrating the site selection of crude oil storage project in Dalian and the scale of crude oil store,making the project construction scheme,formulating the project financing and capital application plan,evaluating the project financial comprehensively.The purpose of the research is to be used to guide the construction of Dalian oil store project of CNPC.We believe that this paper will be helpful to the construction of other crude oil reserve system.
