With the rapid development of China's national economy, the demand for refined oil products is growing increasingly. The form of oil reserve will tend to be large, so the safety management will be put forward higher requirements. The study on the issue has made some progress in China, but there are some insufficiencies, that is, there is scarcely any thinking of systematic evaluation, the spiritual indicators (such as safety consciousness) are ignored and the evaluation method is qualitative analysis. Therefore, the author studied the safety comprehensive evaluation of oil store, in order to provide many references to the evaluation of oil store.Firstly, from the aspects of personnel, equipment and facilities, environment, management, the author analyzed the primary factors impacting the safety of oil store. Combined with expert advice, the original safety evaluation index system was amended and the comprehensive safety evaluation index system of refined oil store was founded. The various indicators' weights were made by the Analytic Hierarchy Process. Secondly, based on the analysis to the limitations of traditional methods, the principles of selecting evaluation method and the characteristics of oil store security system, a comprehensive evaluation method based on Set Pair Analysis was determined to be the key evaluation method. In the end, it took China Petroleum & Chemical Corporation, LinFen Petroleum Branch refined oil store for example, and reasonable decision-making recommendations were presented to oil store manager. The result validated the practicability of the comprehensive safety evaluation index system and the evaluation method.
