The Research On Comprehensive Management Mode Of Coal Mining Subsidence Area

With the continuous development of China's national economy,coal mining intensity is increasing.The problem of coal mining subsidence is more and more serious.Farmland area was severely reduced and the conflict of the use of farmland is serious.The problem of coal mining subsidence reduce the income level of farmers and caused the enormous economic losses to people in the mining area,which seriously restrict the sustainable development of social economy and environment in the mining area.In order to realize the sustainable development of economy,ecology and society in the coal mining subsidence area,the theory of comprehensive management of coal mining subsidence area is analyzed in this paper.Based on the theory of comprehensive treatment of coal mining subsidence area,this paper puts forward the principle of comprehensive management of coal mining subsidence area.Then the paper constructs a theoretical research model of the comprehensive management of coal mining subsidence area from two aspects of the coal mining subsidence area governance model and the evaluation of the governance mode.Classify the subsidence area on the basis of influencing factors of coal mining subsidence area of governance.Then,the land reclamation and ecological environment reconstruction are analyzed,to realize ecological restoration of coal mining subsidence area.And then put forward the suitable comprehensive management mode for the coal mining subsidence area and improve the industrial system of coal mining subsidence area.In order to make the comprehensive management of coal mining subsidence area to achieve the best economic,social and ecological benefits,to meet the needs of coal mining subsidence area of sustainable development,the benefit evaluation of different governance model of fuzzy comprehensive evaluation method based on different types of coal mining subsidence area.The results show that the coal mining subsidence area industrial benefit mild governance best;moderate benefits of coal mining subsidence area fishery the best mode of governance;severe coal mining subsidence area governance model of leisure agriculture benefits.The paper takes the HeZe city comprehensive management of coal mining subsidence area as an example.The paper puts forward a comprehensive treatment plan for Heze coal mining subsidence area based on the analysis of the resource,the distribution and management of coal mining subsidence area of Heze City.Mild coal mining subsidence area to take industrial governance mode and aquaculture mode,agricultural planting;moderate coal mining subsidence area take aquaculture mode,appropriate development of photovoltaic industry;severe coal mining subsidence area mainly the development of leisure fishery,based on a large water fishery "proliferation".In this paper,we also select the LongGu coal mine as a typical case and put forward the specific zoning and staging scheme.At last,the paper puts forward some suggestions and corresponding countermeasures aiming at the problems existing in the comprehensive treatment of coal mining subsidence areas in HeZe.
