With the development of the global society,global warming has become the focus attention of all mankind.Due to the rapid economic growth,China has become a large body of carbon emissions.China has promised to the international community to pressure the duty of reducing carbon emissions.At the same time,China has implemented many policy measures to the solve the unbalanced development.Carbon emissions reduction has become the target of policy.Since the establishment of the first batch of low-carbon pilot provinces and cities in 2010,low-carbon pilot has expanded the country's 6 provinces and 81 cities.Liaoning,Hubei,,Guangdong,Shaanxi,Yunnan,Hainan as the representative of the low-carbon pilot provinces has completed the first low-carbon development of the road,through adjust the industrial structure.At present,the experience of low-carbon pilot provinces in the industrial restructuring and the effect of carbon emission reduction is of great significance to the other regions.In view of this,based on the theory of low-carbon economy,this paper carries out the research on the optimization of industrial structure under the constraint of carbon emissions from three levels:First,through descriptive statistical analysis,this paper found that the low-carbon pilot provinces has the similarly evolution of the industrial structure and the similarly trend of carbon emissions.Second,using the panel data,this paper constructed a individual fixed effects model,and found that the manufactory industry,the construction industry and the postal transportation departments influenced carbon emissions positively,but agricultural influence it negatively.Beside,unit GDP energy influenced carbon emission strongly.In addition,there is a gap between the individual effects of carbon emissions,Liaoning,Hubei,Hainan's carbon emission intensity are greater than the average value;Guangdong,Shaanxi;Yunnan,carbon emission intensity are less than the average value.Third,this paper built a multi goal programming model to solved the problem of optimal level of industrial structure in low-carbon pilot provinces,and found that low carbon pilot provinces still has the adjustment of industrial structure.They can achieve the carbon emission reduction targets through the adjustment of industrial structure.At the same time,it is found that the labor coefficient,the carbon emission coefficient and the energy consumption coefficient are the important factors that affect the path selection of industrial structure optimization.Based on the above research contents and important conclusions,this paper puts forward two aspects to adjustment industrial structure and the development path of low carbonization:First,strengthen industrial planning,adhered to local conditions,coordinated development.Second,the industrial structure adjustment and energy consumption structure adjustment should be combined to promote the production process of low carbonization.Third,the combination of industrial policy and market mechanism,the use of market mechanisms could promote the elimination of backward production capacity and the development of new low-carbon sector.
