With the development of economy,energy and environment factors have become the important factors which restrict the development of the national economy,and received extensive attention of the industry and academia.Handan Iron and Steel,as a large energy production and energy consumption organization,will focus on shifting to improve energy efficiency and reduce environmental pollution.It has been proved that it is a key way to increase efficiency and reduce cost and improve enterprise competitiveness for a steel industry through the dry quenching energy-saving technology innovation.However,technological innovation is an activity of the risks,especially in the uncertain external environment,complex technology project and limited innovation ability enterprise.All these will lead that the technological innovation activities are delayed or the desired effect cannot be achieved and so on.As a result,the plant dry quenching energy saving technology innovation process analysis and performance evaluation is a notable realistic important research subject.Most of the existing research for technology innovation and performance evaluation is theoretical research,and less research for specific enterprise is studied.Especially the research for the plant dry quenching of energy-saving technological innovation has been seen more.And the dry quenching energy-saving technology innovation activities of Handan Iron and Steel are lack of theoretical guidance and the corresponding performance evaluation.In view of this,combining with the plant dry quenching energy saving technology innovation practice,this article research in the following two aspects.(1)Based on the technological innovation theory,analyze the dry quenching energy-saving technological innovation process of Handan Iron and Steel.On the basis of existing research,combine with the plant coking plant dry quenching energy-saving technological innovation project.First of all,its process and characteristics were described in detail,and then the key factors of the dry quenching process of technological innovation skills of Handan Iron and Steel are analyzed for laying a foundation for the construction of performance evaluation index system.(2)According to performance evaluation theory,the plant dry quenching energy savingtechnology innovation performance is evaluated.The advantages and shortcomings of technology innovation activities are analyzed for the quantitative comprehensive.Then the enterprise performance evaluation system of technological innovation inenergy saving is put forward and analyzed based on the analysis of the key factors mentioned above.And the plant dry quenching energy saving technology innovationperformance of Handan Iron and Steel is evaluated by using AHP and fuzzy comprehensive evaluation method,and the validity of the evaluation index system is proved.And it is pointed out that the main factor restricting the performance oftechnological innovation of Handan Iron and Steel is innovation management ability,and the main factor restricting output performance of technological innovation of Handan Iron and Steel is the technical efficiency.This paper will help to reduce the blindness of iron and steel enterprise energy saving energy technology innovation activities and reduce the risk of dry quenching energy-saving technological innovation in order to point the way to achieve better performance for the following technological inovation activities of Handan Iron and Steel.
