With the population growth rapidly and development of social economy, people of production and life demand is increasing day by day. Especially the energy consumption which is connected with production and life is the precondition of the society development. Today a large number of energy consumption on the environment caused serious pollution and influence, seriously restricting the economy, social progress and development. Therefore, energy conservation and emission reduction has become a global economic development as well as human society sustainable development can be realized the important factor. At the present stage of China more severe situation of energy saving and emission reduction, and the newly promulgation "Twelfth Year Plan" has issued also clearly points out that through the perfect of the energy saving and emission reduction incentive and restraint mechanisms. Optimization of energy structure, and reasonable control the total energy consumption, perfect resource products price forming mechanism and resources and environmental tax and fee system, improve the energy conservation and emission reduction of laws, regulations and standards. Strengthen energy conservation and emission reduction target responsibility assessment mode, the resource conservation and environmental protection through the production, circulation, consumption and construction field’s link; improve the ability of sustainable development. Especially in recent years, Urumqi city to reduce scattered coal-fired heating boilers in the pollution, the city of central heating industry rise rapidly, the central heating project implementation is still many pollutants phenomenon, not only impact on human health seriously social development also creates a huge loss. So the central heating project adopting appropriate energy conservation and emission reduction plan is very necessary. However, how to choose environmental benefits, economic benefit and social benefit the most comfortable, the most effective energy saving and emission reduction plan, to realize the city sustainable development is very important.This paper takes Urumqi city in a central heating station which supplies of900000m2heating area hot water boiler energy conservation environmental protection program as an example. Though the investigation, data collection, and reference the domestic and foreign relevant material. From2005~2009atmospheric pollution in Urumqi city on human health, building materials and household cleaning cost loss monetary estimation. Get the emissions of pollutants to the health of human body caused losses that accounts for about4.54%of the GDP per capita, for building materials to the loss caused by about2410.044Yuan/t, and to household cleaning the additional costs of loss of approximately of GDP per capita1.14%. Use the monetized estimates based on pollutants, on the central heating station boiler construction of the two set of plan on energy conservation and emission reduction of pollutant discharge caused economic loss by estimating. Through the analytic hierarchy process to determine scheme in the index system of each index weights, and use the fuzzy comprehensive evaluation method to comprehensive performance of scheme for scientific evaluation. The evaluation results show that the scheme ii (boiler burning nature gas scheme) brings the best of the environmental benefits, social benefits, economic benefits and comprehensive energy consumption (membership of54.90%). The central heating is to realize the Urumqi energy saving and emission reduction projects and the fundamental sustainable development of the city.
