Study On The Strategy Of Rural Human Settlements Ecological Environment Governance Based On Problem Orientation In Taigu County Of Shanxi Province

In order to analyze and study the present situation and existing problems of the rural settlements ecological environment in Shanxi Province,this paper probes into the way to construct the ecological environment of the beautiful countryside in Shanxi.Taking Taigu County in Jinzhong as an example,this paper makes an investigation and carries on analyzing about the current situation of the ecological environment of the people living area by means of field visit observation,issuing questionnaires,interviewing and inquiring.The results were as follows:1.The results showed that problems were more prominent in four aspects,which were in garbage disposal,domestic sewage discharge,livestock and poultry breeding industry,as well as industrial pollution.They were embodied in many aspects,which were mainly that rural garbage disposal methods were lagging behind,without unified planning and management.the most rurals did not have sewage treatment facilitiesand drainage planning,so that the sewage was randomly dumped.the layout of the breeding area was unreasonable,leading to misdisposal of feces,meanwhile town enterprises were scattered distribution,bringing about weakness of pollution control capacity or pollution graveness in industrial agglomeration area.2.This paper discussed the main causes of rural ecological environment pollution.The reason was mainly due to the lack of rural construction planning and ecological environment planning,less awareness of environment protection,insufficient capital investment,and imperfect environmental legislation3.Based on the study of rural areas in Taigu County,several suggestions were proposed for the rural ecological environment construction in Shanxi Province:to begin with,the layout of the village should be rational planned;secondly,the ecological environment of human settlements is effectively improved,what’s more the planning demand scientificity and practicality;investment methodology is improved and farmers should enhance the wareness of environmental protection;finally,the government should take actions to perfect the rural environmental protection laws and regulations system,etc.4.In the practical and scientific proposal of improving the ecological environment planning of human settlements,detailed and specific solutions are put forward from four aspects.They include the separate collection of garbage disposal,the formation of urban and rural integration treatment system,the rural drainage planning that adapte to local conditions to construct the drainage facilities,scientific and rational breeding areas planning to achieve cleaner production,and optimization of industrial structure and layout,etc.
