Study On The Problems And Countermeasures About The Governance Of The Rural Ecological Environment In Dawa County

The construction of rural ecological civilization and rural environmental protection is an important part of the construction of ecological civilization in China. The Eighteenth National Congress of the CPC has put the construction of ecological civilization in "Five in One" layout of Socialism with Chinese characteristics. The Third Plenary Session of our Party's Eleventh Central Committee has passed "The Decision on Major Issues Concerning Comprehensively Deepening Reforms", which has put forwarded the new pattern of modern construction. In this new pattern, focusing on the construction of the beautiful China, we have to deepen the reform of ecological civilization system, accelerate the establishment of the system of ecological civilization, improve the development of land and space, resource conservation, protection mechanism of the ecological environment and promote the harmonious development between the human and nature.In recent years, in the face of the deteriorating the rural environmen, the central and local governments have adopted a series of measures, which has partly improved the rural environment. However, the rural environmental protection work is still not optimistic.Since 2013, Dawa County began to put the governance on rural ecological environment as a priority, and laid out the "Rural Environmental Management Program in Dawa County ", " Livable Village Construction Scheme in Dawa County "and other programs, all of which have been put into practice. In the process of rural environment management, adhering to the principle of acting according to circumstances, and starting from the situation of the county, township and village, Dawa County has summarized the practical experience in rural environmental governance.This paper has summarized the experience of the rural ecological environment governance, analyzed the aim, meaning and theory on it, and put forward some targeted suggestions and countermeasures, which are combined the present situation of the rural ecological environment and actual problems existing in the management work in Dawa County. First of all, through the literature study at home and abroad, the paper will expound on the scientific human settlement environment and ecological civilization, as well as the practice of the rural environment abroad. Then, through field investigation, interviews and questionnaires, the author will analyze the present situation and existing problems on ecological environment governance. This paper will be divided into five aspects to analyze and explore the causes and problems existing in the governance of the rural ecological environment in Dawa County. The quantity of rural population, the status of environmental pollution, the expenditure of financial budget and so on will be chosen as the independent variable and be analyzed. Then, combined with the feasibility analysis, proposals on rural ecological environment governance will be put forward. At last, the author will propose the countermeasures on optimization of external environmental governance, establishing and improving the management mechanism, intensifying propaganda, which will strengthen the governance of the rural ecological environment.Based on the objective situation of the rural ecological environment governance, using literature analysis method and quantitative analysis method, this paper has studied the problmes on the rural ecological environment management plan in Dawa County, and make out the countermeasures for improving the governance of rural ecological environment which would be beneficial to the future improvement on the health status of farmers, the quality of farmers' life, as well as the economic sustainable development, and it also has the practical significance for reducing the contradiction between urban and rural areas, breaking up the dual-structures of urban and rural areas in china and let more farmers share benefits from reform and development.
