"The United Nations Framework Convention on climate change," twenty-first conference of the parties(hereinafter referred to as the Paris climate conference)is an important meeting of the global response to climate change following the 2009 Copenhagen climate conference,put forward a new international agreement on climate change targets in 2020.Under such a ecological environment,low carbon economy emerged as the times require,and the development of low carbon economy has become an important measure and fundamental way for energy saving and emission reduction.reducing the carbon emissions of agriculture in Heilongjiang has a positive significance to the realization of carbon emission reduction in China.First of all,this paper takes agricultural sources of carbon emissions in 13 cities in Heilongjiang Province as the research object to measure 2006-2015 carbon volume.Secondly,according to the relevant evaluation index system construction principles,this paper use the input-output method to construct evaluation index system and based on evaluation index system to collect data and select empirical model.Thirdly,by using CCR and BCC model to conduct comprehensive technical efficiency analysis with constant scale compensation and purely technical analysis with variable scale compensation,at the same time,it calculated the scale efficiency,and with the help of the Tobit regression analysis model to analyze the impact of Heilongjiang Province the efficiency of agricultural carbon emission factor,and then get the relevant results.Finally,based on the results of empirical analysis,this paper proposes the countermeasures and suggestions for achieving agricultural carbon emission reduction in Heilongjiang province,which is of great significance for theoretical research and practical guidance of agricultural carbon emission efficiency in Heilongjiang province.
