With the rapid growth of economy and development of urbanization and industrialization in China, environmental degradation is worse. Although the Chinese government has adopted a whole array of measures to strengthen environmental protection, the government has faced challenges in effectiveness and efficiency of environmental governance. Hence, it is necessary to make greater efforts to improve institutional innovation in environmental management so as to meet the environmental challenges. Since the late 1980s, the terms "governance" and "good governance" are being increasingly used in development literature. It has been proved in practice that good governance is essential for environmental sustainability.Firstly, based on the theory of public governance, the author of the paper mainly discusses the market failure, government failure and philanthropic failure in Chinese environmental protection, showing where the environmental protection administration and management goes wrong. The author, therefore, proposes that special attention should be given to the particular roles that the government, the private sector as well as civil society could play in environmental governance. In particular, the author pointed out that Environmental Non-governmental Organizations could play a key role in compensation for government failure and market failure in environmental governance.Secondly, based on the analysis of environmental governance structure, governance mechanism and governance changes in China, the author further argues that China is now undergoing a crucial transformation in its system of environmental governance. Modern environmental public governance pattern would be gradually replacing traditional environmental management pattern. Currently, the Chinese environmental governance structure is characterized by imbalance, instability, complexity and uncertainty.Finally, the author points out that an effective construction of a series of support systems is the basis for the environmental public governance. So, actions must be taken in good environmental governance to meet the needs of both ecosystems and mankind with equity and balance.
