In recent years, with the ever intensifying of environmental issues such as global warming and rising sea levels which caused by over-emission of greenhouse gases, how to effectively control the emission of greenhouse gases has received extensive attention from the government, the public and the academic community. All sectors of society generally believe that the development of a low-carbon economy is not only an effective measure to eliminate the negative effects of greenhouse gases, but also an inherent requirement of achieving sustainable economic and social development in China. The enterprise is the main body of various kinds of economic activities in the society. In the context of advocating the development of a low-carbon economy in all kinds of sectors of society, the enterprise, while pursuing the economic efficiency, they also shoulders the critical task of controlling carbon emissions. On the one hand, the government has continuously introduced various carbon emission policies to achieve energy conservation and emission reduction targets. On the other hand, the carbon emission parameters have gradually become one of the most important indicators in consumers' purchasing decision.Under the combined effect of these factors, the decision-making activities of supply chain enterprises would be affected to varying degrees. This paper considers a two-stage supply chain system which consisting of a single manufacture and a single retailer.Studies the decision-making problems on the reduction of carbon emission under the influence of carbon subsidy policy and lowcarbon preference of consumers.Combined with numerical analysis, this paper validates the effectiveness of carbon subsidy policies in promoting supply chain emission reductions.Analyzes the optimal emission reduction decisions of supply chain members under the influence of policy and low-carbon preference. In addition, discusses the effect of carbon emission reductions when supply chain members choose to cooperate and the factors that influence the optimal cooperation. The results of this study indicate:(1)A simultaneous carbon subsidy for both manufacturer and retailer can increase their profits while promoting emission reduction.(2)Carbon subsidy and low-carbon preference of consumers have different effects on different supply chain members, and this difference is determined by the marginal revenue and emissionreduction R&D investment.(3)Under the cooperative emission reduction, the profits of supply chain members are higher than that in of non-cooperative reductions, meanwhile, the emission reduction level of the unit products of the manufacturers is higher, but the cooperative emission reduction has no effect on the retailer's emission reduction level.(4)The cooperation between manufacturer and retailer requires that the marginal revenue of both parties meet certain conditions, and the optimal sharing rate is negatively related to manufacturer's marginal revenue and carbon subsidy ratio, and positively related to the retailer's marginal revenue. In this paper, while studying the impact of low-carbon policies and consumer behaviors on supply chain companies' emission reduction decisions, the effect of these factors on different companies is further analyzed. To a certain extent, the content of low-carbon supply chain management is expanded. In addition, the relevant research on carbon subsidy methods in this paper can provide reference for the decision-making activities and policy formulation of governmental agencies under the development of low-carbon economy.
