In the face of increasingly serious climate problems,developing low-carbon economy and reducing greenhouse gas emissions has become a global consensus.In order to achieve the commitment put forward on the 2009 Copenhagen climate conference,and the action objective that intends to achieve the peaking of CO2 emissions around 2030,China is making best efforts to establish the national carbon emission permits trading market.During the stage of system construction,with the target-control and total-control,both free allocation and paid allocation are likely to be used.Under this background,and based on the cap and trade policy,this paper tried to analyze the influence of emission reduction strategy,pricing strategy,total revenue and market demand of supply chain under different carbon quota allocation mechanism,and compare the optimal carbon emission reduction decisions when government implement target control and total control policy respectively.Therefore,Stackelberg game model of two-echelon supply chain under decentralized decision making was constructed,and in view of the assumption that the manufacturer is the leader in supply chain,inverse solution method was used to solve the model,finally a numerical analysis was applied to verify the results intuitively.The research show that: the carbon emission reduction rate and demand of low-carbon products was biggest under free allocation mechanism,and now the supply chain got the most profit;under target control,free allocation mechanism was optimal;under total control,when the cost coefficient of carbon emission reduction is small enough,free allocation mechanism was optimal,when the cost coefficient of carbon emission reduction is large enough,paid allocation is better than free allocation.Finally,combined with the conclusions of the model analysis and the enlightenment of the international mature carbon trading market,this paper puts forward some policy suggestions for China's carbon quota allocation management.
