Since the reform and opening up,China’s economy has been booming.Its gross domestic product(GDP)soared from 367.9 billion yuan in 1978 to 744.127 billion yuan in 2016,an increase of about 202 times.At the same time of continuous improvement of economic level,we should not overlook the cost of extensive development with high input and high consumption of resources,namely,resource consumption,ecological degradation and environmental pollution.The worsening of environmental problems is not conducive to the sustained and healthy economic growth,is not conducive to the harmonious development of society,aroused widespread concern of the whole society.General Secretary Xi Jinping pointed out in the 19 th NPC report: "The modernization we want to build is a modern and harmonious co-existence between man and nature.We must create more material wealth and spiritual wealth to meet the people’s growing needs for a better life and provide more Quality ecological products to meet the people’s growing ecological needs of the beautiful environment." Nineteen reports " ecological civilization " is mentioned 12 times," beautiful " 8 times," green " 15 times,building " beautiful China " four The task can not be separated from environmental regulation.Under this background,it is of great theoretical and practical significance to study the impact of environmental regulation on regional economic growth in our country and to analyze the development model of harmonious coordination between environmental regulation and economic growth.This article first reviews the relevant literature on the impact of environmental regulation on economic growth at home and abroad,and seeks out the research perspectives and methods of this paper.Secondly,we use externality theory,public goods theory,information asymmetry theory to analyze the basis of environmental regulation,and further analyze the impact of environmental regulation on economic growth from four perspectives.Thirdly,the vertical dynamic analysis and horizontal regional analysis of the status quo of China’s environmental regulation and economic growth are carried out,and the achievements and existing problems of environmental regulation are revealed.On the basis of theoretical analysis and current situation analysis,the panel data of 31 provinces in China during 2006-2015 were used to conduct empirical analysis and regional comparison.It concluded that national environmental regulations are conducive to economic growth.In the eastern region,environmental regulation and economic growth have an inverted U-shaped relationship.Moderate environmental regulation can promote the development of the eastern region.However,once the environmental regulation becomes excessive,it will have adverse effects on economic growth.The environmental regulation in the central and western regions has a positive U-shaped relationship with economic growth.At this stage,environmental regulation does have a certain degree of impediment to economic growth,but once it reaches an inflection point,it will enter a new phase conducive to economic growth.This article proposes corresponding policy recommendations,including the establishment of a sound legal and regulatory system for environmental regulation,diversification of environmental regulation,the focus of environmental regulation in advance,the realization of precision and cooperation in environmental regulation,and the improvement of supervision mechanisms for environmental regulation.
