China's high-speed economic growth is accompanied by huge environmental pollution problems. The contradiction between economic growth and environmental pollution restricts China's sustainable development and affects people's quality of life and health. The concept of sustainable development strategy and ecological civilization construction has guided the coordinated development of China's economy and environment, but the effect is not satisfactory. The problems of smog and water pollution are still very serious, and the pollution difference between regions is also very significant. Therefore, using industrial waste gas emissions as an environmental indicator to study the factors affecting regional differences and economic growth will help China to understand the formation mechanism and regional differences of environmental pollution problems in various regions and establish an effective cooperation mechanism for environmental governance among local governments.Firstly, this paper combs the research literature and related theories of environmental pollution and economic development, and explains the mechanism of environmental pollution caused by eeonomic development and other factors.on this basis, using panel data of 31 provinces and municipalities in China from 2003 to 2017,using descriptive statistical method, this paper analyses the changing trend and regional differences of industrial exhaust emissions and economic development in China. The spatial correlation and spatial distribution characteristics of industrial exhaust emissions are analyzed by index and Moran scatter plot, and the influencing factors and regional differences of industrial exhaust emissions are analyzed by spatial econometric model and variable coefficient model. Finally, conclusions and suggestions are drawn. The research shows that:firstly, there are obvious regional differences in industrial exhaust emissions in China, which are as follows:inter-provincial,low-emission intensity, regional differences between provinces and cities are strong, and high-emission intensity is weak between provinces and cities;Among regions, the regional difference is the largest in North China, the smallest in Northwest China, and the difference between regions is greater than that in the region.Secondly, there are significant positive spatial correlation and spatial agglomeration phenomena among regions of industrial exhaust emissions in China.Thirdly,China's industrial exhaust emissions have significant positive spatial spillover effect, that is,industrial exhaust emissions are not only affected by the economic development, scientific and technological level of the region, but also by the impact of industrial exhaust emissions and influencing factors in adjacent areas through spatial effect.Fourthly, the relationship between industrial exhaust emissions and economic growth in China conforms to the environmental Kuznets hypothesis, showing an inverted U-shaped curve, and economic growth is the main driving factor of industrial exhaust emissions in China.
