The development of Chinese economic has entered into a period of new normal.To promote the economic growth of our country and improve its quality and efficiency,the coal industry should adapt to the new normal of economic development actively and carry out the supply-side structural reform.The primary task of reform is “address overcapacity”.Due to the overinvestment of coal industry,irrational expansion,barriers of entry continued to decline,weak demand in the coal market,slowdown of economic growth,all of these make coal industry production capacity surplus.Over capacity makes the economic benefits of coal enterprises damaged seriously and running into troubles.It can be seen that addressing overcapacity is the priority method of solving the difficulties of coal industry.However,cutting overcapacity must revolve the diversion of redundant labor force.Unreasonable staff diversion will increase the risk factors for enterprises and reduce the effectiveness of the task of cutting overcapacity.Therefore,we must put the staff diversion as the top priority task of the enterprises.And this is the reason why this paper studies the diversion of personnel in the background of cutting overcapacity.Based on the related theories of human resource management,this paper analyzes the current situation of capacity and staff diversion of SY Coal Group through participate in the work of cutting overcapacity and staff diversion of SY Coal Group.On the foundation of analyzing and counting the current situation about the internal HR information of the Group,the paper searches for the existing problems about diversion of staff in SY Coal Group.And then through the analysis of personnel structure,post structure,academic structure,age structure,the paper infers the cause of the diversion problem.In combination with Maslow's hierarchy of needs,we analyze the needs of the shunt personnel and sum up the unique demand of SY coal group.Finally,on the foundation of demand analysis,this paper puts forward some scientific suggestions,such as establishing psychological guidance mechanism,incentive mechanism and accurate training,for the staff diversion work of SY coal group.Through the review of the theories and literature of human resources management at home and abroad,and guide of related policies of staff diversion promulgated by our country,the scientific suggestion of this study has some guiding significance for optimizing the staff diversion work of SY coal industry group,and it can be used for reference for other enterprises in this industry.
