Since the reform and opening up,with the rapid development of China's economy,the dependence of economic development on ecological resources has been increasing.The ecological resources have more and more constraints on economic development,and the ecological problems are becoming increasingly prominent.The watershed ecological environment is an important part of the ecological resources.The watershed ecological environment is not only related to the development of industry and agriculture,but also closely related to the health of the residents.There is a certain externality in the watershed environment,which is obviously inconsistent with the spatial distribution of the "ecological consumption area" and "ecological damage zone" and "ecological protection zone" and "ecological benefit area" This makes the region that produces the positive and negative externality of the basin environment is not necessarily the influence area of the externality,which may lead to market failure.Secondly,the public property of environmental resources will also lead to the tragic phenomenon of public land.Because of the particularity of the basin's environmental resources,it can't get the proper compensation through market exchange,and there is a market failure phenomenon for the utilization of watershed environmental resources.In order to protect the basin's environmental resources,the existence of the basin's environmental ecological compensation fund is essential.Economic research shows that the establishment of ecological compensation system can effectively promote the basin's ecological construction,realize the rational allocation of water resources and promote the healthy and sustainable development of the basin's social economy.The key issue of the ecological compensation system is the quantification of the compensation standard.In recent years,with the rapid development of social economy,our government has gradually strengthened the construction of ecological civilization,and the practice of basin ecological compensation system has also been gradually adapted to the needs of the times.Looking at the practice of watershed ecological compensation in China,it is mainly concentrated on the study of some small basins in eastern China,and many of its research contents tend to qualitatively analyze the necessity,connotation and mode of basin ecological compensation.This paper constructs a mathematical model related to the ecological compensation standard of the Ganjiang River for quantitative analysis,which has certain theoretical and practical significance.Therefore,this paper chooses Nanchang section of Ganjiang River Basin as the research object and combines with the theory and practice of ecological compensation current,then use the method of questionnaire investigation,the ecological environment resources of the Ganjiang River,the market value of the empirical analysis.This paper carries out an empirical analysis for the ecological environment resources and the market value of the Ganjiang River basin.By using the maximum likelihood method,this paper makes correlation analysis and regression analysis,estimates the willingness to pay for ecological environment of Nanchang section of Ganjiang River Basin residents.By establishing the method of ecological compensation calculation,this paper analyzes the factors that affect the willingness to pay for ecological compensation.According to the empirical results,Nanchang residents' willingness to pay for ecological compensation has a significant correlation with age,Annual family income,education level and the importance of water environmental quality of the Ganjiang River Basin.The willingness to pay is highly correlated with the level of cultural education and family income.The higher the level of cultural education,the higher the willingness to pay,and the higher the income level,the higher the payment level.This paper calculates the Ganjiang River section of Nanchang residents' willingness to pay for ecological conclusions: non parametric estimation of the willingness to pay is 198.33 yuan(person / year),the willingness to pay is 175.20 yuan for parameter estimation(person / year).Finally,according to the existing river basin ecological compensation practices,combined with the empirical results,This paper put forward the following suggestions: Strengthen the propaganda of ecological compensation policy in Ganjiang River Basin;To establish and improve the ecological compensation for the Ganjiang River basin ecological compensation laws and regulations;Improve the ecological compensation system;Clear ecological compensation standard of ecological compensation;Expand the capital source etc.
