Study On The Evaluation Of The Ecological Service Value And The Mode Of Ecological Compensation Mechanism Of Erba Wetland

Erba wetland locates in the junction of Jiangsu Province and Anhui Province and play important roles in storing water,draining floor and supplying drinking water.In recent years,in order to further improve the reservoir capacity of the Erba wetland,the government uplifted the height of water river bed.So the land use structure of the Erba wetland changed accordingly.For restoring and maintaining wetland ecological function,this paper aims to construct ecological compensation mechanism of Erba wetland.It can provide some references for compensation system for the use of wetland resources and promote the sustainable and stable growth of ecological benefit.On the basis of predecessors' researches,this paper chose remote sensing images before and after governance as data sources.Erba wetland's land use type,area,vegetation and other relative information in 2013 and 2015 can be found through ArcGIS and ENVI.Using the method of contingent value method,residents' willingness to pay can be acquired through the virtual market.Using SPSS and Logistic regression model to explore the impact factors of the residents' willingness to pay.By adopting the method of direct market method,shadow project approach to evaluate ErBa wetland use value.Through literature research and investigation,this paper does some further research targets on ecological compensation subject and object analysis,compensation mode analysis,the fixed number of year of the compensation and so on.The results shows that:(1)Due to the influence of human activity,woodland,construction land,water body and intertidal zone have been increasing,while arable land,garden plot,unused land have been decreasing.There is a tendency towards intensity the land use.(2)Using the method of contingent value method,this paper found that residents' willingness to pay is 214.14 yuan per year and it takes 1 percent of residents' income.Education level of respondents and the degree of familiar of wetland play important roles in influence the respondents' willingness to pay.Residents' willingness to pay has no obvious relationship with the location,but the ability to pay shows positively correlated with the location where the city the respondents located in.At present,donation is the more appropriate mode for paying the willingness to pay because it is more flexible.(3)ErBa wetland ecological use value is about 96.171 million yuan per year.Environmental regulation value accounts for 61.39% of total value,while material production accounted for 35.88% of total value function.Ecological tourism,ecological agriculture and other projects can be conducted to develop wetland's social service function.(4)Under the mode of the government as the leading factor of ecological compensation,market should gradually take participate in ecological compensation system.Ecological lottery,ecological funds,donations and other ways can be used to further broaden the channels of compensation funding.The maximum funds which the government affords to Erba wetland to improve environment is 96.171 million yuan per year.The damaged farmers' willingness to accept are 214.14 yuan per year.In terms of ways of compensation,economic compensation and in-kind compensation should be given priority to conduct and intelligence compensation throughout all the compensation period.
