Since the reform and opening up,the leap-forward development of economy in China has been to implement rapidly.However,the environmental problems brought by it are becoming more and more serious.In particular,the air pollution problem has become an urgent "heart and lung disease".Most of the provinces and cities all over the country have different degrees of air pollution,of which the air pollution problem in coal resource-based cities is more prominent.How to manage and control the air pollution in coal resource-based cities has become a common concern of the government,enterprises and citizens.Therefore,clearing up the causes of air pollution problems in coal resource-based cities and exploring the feasible measures to solve the air pollution have great value for government decision-making,enterprise transformation and the health of residents.It is the only way which must be passed to resolve the problem of air pollution nationwide coal resource-based cities,the construction of green China,has great practical significance and positive influence to realize the green China dream,such as blue sky,green space,green hills and clear water.Based on the study of the present situation of air pollution and theoretical results of management and control in coal resource-based cities at home and abroad,the motivation and characteristics of air pollution in coal resource-based cities were discussed.On the basis of fully analysis of the current problems of the management and control measures for coal resource-based cities,three links of coal mining,transportation and consumption were taken as the breakthrough point,and grey relational analysis was applied to study.Taking the data from 2010 to 2016 in Huainan city of Anhui Province as samples,the main atmospheric pollutant components produced by coal mining,transportation and consumption were respectively analyzed.Then the super efficiency DEA analysis method was introduced to further study.Selection of Huainan city from 2010 to 2016 the fuel combustion exhaust gas treatment project investment in Huainan City,waste gas treatment facilities operating expenses as input indicators,Huainan city of sulfur dioxide removal,nitrogen oxide removal,dust removal rate as output indicators,the efficiency of environmental pollution control in Huainan from 2010 to 2016 was calculated.The super efficiency DEA analysis could not only judge the results of the traditional DEA model,such as whether the air pollution control of Huainan's environmental protection investment is effective,but also could get more specific efficiency values.The reasons for the fluctuation of the investment efficiency were discussed through the fluctuation of the specific efficiency values of Huainan in recent years.It was more conducive to the management and control of air pollution control with strong pertinence and high timeliness.Finally,the results of grey relational analysis and super efficiency DEA analysis were combined,and the experience of air pollution control in Huainan for many years had been referred.The policy suggestions on the control strategy of air pollution in coal resource-based cities are put forward from the aspects of capital,technology,policy and concept.It will provide a reference for coal resource-based cities to get out of the plight of air pollution control and to realize green development.
