Emergency Management Analysis Of Dangerous Chemicals Based On Emergency Preparedness Analysis Model

Hazardous chemical accidents often result in a wide range of damaging and extremely harmful consequences.Therefore,it is necessary to adopt necessary technical means to improve the emergency management level of hazardous chemicals.This article builds an emergency preparedness analysis model based on accident scenarios to provide reference opinions for the preparation of emergency plans and emergency management in the hazardous chemicals industry in China.This paper analyzes the status quo of domestic and foreign emergency preparedness research and the current status of emergency management of hazardous chemicals,and summarizes the identification and screening of major accident scenarios before the accident,the construction and deduction of accident scenarios,and the identification of needs for emergency response at the present stage in China.There are deficiencies in emergency management planning and other aspects;on the other hand,the recognition of accident scenarios abroad should be fully considered throughout the entire project life cycle,including conceptual design,basic design,trial operation,formal production,and even maintenance scrap stages.The emergency safety requirements of equipment and facilities are essential.However,the laws and regulations in China at this stage often cover only the operational phase of the project.There is no specific emergency requirement for the design and planning phase.Therefore,based on the more mature foreign emergency management theory and practice,we should put forward the improvement plan that accords with our country's emergency management.China's national conditions have determined that the core work of emergency management is "a case" that drives "three systems",that is,through emergency plans to promote the development of China's emergency management system,operation mechanism,and legal system.The emergency plan lays the foundation for the emergency management work.Although it has received the attention of the people under the country's policy guidelines,the comprehensive status quo shows that there are various problems in the preparation of the emergency plan,such as the preparation of the plan and its content.The inability to connect with the actual situation of the enterprise is ultimately due to the fact that the company did not consider the targeted construction of key accident scenarios and the emergency requirements of these critical accident scenarios during the preparation of the plan.The emergency preparedness analysis needs to be based on the establishment of an accident scenario to analyze the performance requirements of the defined major accident scenario and analyze the effectiveness of the emergency response measures.The emergency preparedness analysis model in this paper was established on the basis of the emergency preparedness assessment process in the NORSOK Z-013 standard.The emergency preparedness analysis model of China was actually constructed in conjunction with the emergency management of dangerous chemicals in the country,and the methodology and the The principle is described concretely,and then the model is applied to specific engineering cases to obtain the emergency treatment performance requirements and emergency disposal measures for the specific accident scenarios,as an input condition for the preparation of emergency plans and emergency management by hazardous chemical companies.
