Study On Environmental Labeling System In China

The thirteen session of the National People's Congress voted on the amendment of the constitution of People's Republic of China.The "ecological civilization" was formally written into the Constitution and the ecological civilization was raised to the will of the state,which marked the basic realization of laws,regulations and policy measures in the field of environmental governance in China,which also raised new and higher requirements for the construction of environmental labeling system.As a voluntary environmental protection policy,the environmental labeling system can play a more important role in guiding and promoting green production and green consumption after the revision of the constitution.Environmental labeling is driven by consumer demand for green consumption,emphasizing government guidance,focusing on the use of market means,prompting producers to voluntarily improve production processes,and ultimately achieve the purpose of environmental protection.The main environmental labeling system implementation process is composed of specific institutions or organizations to meet the environmental standards of products or services issued by the environmental label,to prove to consumers of the product or service has a friendly environment,to guide the consumer products or services,to achieve the purpose of environmental protection.It introduced the requirements of environmental management into the field of consumers,widened the fields and ways of environmental governance,and enabled the public to really participate in the process of governance and supervision of environmental pollution.As a good means of environmental management,environmental marking system has been adopted by many countries in the world and is gradually gaining attention and rapid development.Compared with Germany,the United States and other early implementation of environmental labeling plan countries,China's environmental labeling system started late,although it has made some achievements,but there are still many obstacles to its further development.From the government aspect,one is environmental labeling legal provisions as a public product involved scattered in various environmental protection laws and regulations,the existing problems of the low legislation level,such as lack of legal effect;two is the main responsibility for environmental labeling is not clear,the supervision mechanism is not complete.From the producer side,on the one hand,it is concerned about the anticipation of the repayment of funds.On the other hand,the incentive mechanism of the environmental labeling system is not perfect,which finally leads to the lack of motivation for the producers to apply for environmental labeling.From the consumer side,the first is that the consciousness of the responsibility of environmental protection is not strong;two,the public participation channel of the environmental symbol system is not smooth.This article explains the definition,classification,and characteristics of environmental markers and makes a preliminary analysis of related theories of environmental markers.Then it introduces the development of domestic and foreign environmental marker systems and their respective characteristics,and elaborates the development and significance of China's environmental marker system.The problems existing in China's environmental labeling system are based on the analysis of multiple correlations between government,producers,and consumers after learning from foreign experience.They propose the measures to improve China's environmental labeling system from the perspective of each of them:At the government level,on the one hand,Promote the legalization of the environmental labeling system,improve the legal hierarchy,and proceed from the environmental labeling standards,improve and improve the design of indicators,formulate more scientific and strict environmental standards,and establish and improve the environmental performance mechanism and supervision mechanism,and comb management.System,clear rights and responsibilities.At the producer level,to increase the enthusiasm of producers for applying for environmental labels,the first requirement is that the environmental supervision authorities enforce the law strictly and treat the producers' violations in a non-discriminatory manner.The second is to further improve the incentive mechanism and explore the government's compulsory procurement of environmental labeling product mechanisms.Formulate incentives such as tax incentives and green low-interest loans for environmental labels.At the consumer level,we must first strengthen the publicity of the environmental labeling system and the cultivation of awareness of individual responsibility for environmental protection.Second,we must do a good job of environmental labeling products and the information disclosure of certified companies to support and safeguard public participation.
