Research On The Reform And Innovation Of Safety Production Admittance System Of Construction Industry

As an important system of government administrative license and construction safety supervision,the safety production admittance system of construction industry has played an important role in promoting the safety production management level of the construction enterprises and projects,and preventing and reducing the safety accidents of the construction since its promulgation.However,with the rapid development and the deepening of reform of the construction,the safety supervision of the construction is facing new challenges.The safety production admittance system of construction industry has shown many problems,for example,the present conditions of production safety can't objectively reflect the safety production capacity of enterprises,and temporary production safety licenses has great impact on enterprises,which can't meet the needs of construction industry.Therefore,It is of great significance to put forward the relevant suggestions.This paper first analyzed the characteristics of the construction industry through literature analysis and expert interview,and compared the similarities and differences between the construction industry and other high-risk industries from the responsibility subject,the risk link and the distribution object.Then,the paper combed the development process of the safety production admittance system of construction industry,and summarized the achievements and problems in the implementation of the system.Based on this,this paper summarized and analyzed deeply four representative views on the reform of the safety production admittance system of construction industry.Then the paper used the game theory to analyze the relationship between the two main bodies of the safety production admittance system of construction industry——the government and the construction enterprises,and sought the effective measures to maximize the benefits of both.Finally,this paper put forward the suggestions on the reform and innovation of the safety production admittance system of construction industry from defining scientifically safe production conditions,strengthening dynamic supervision,according to the results of the standardized evaluation to check the delay of the safety production license,revising the relevant regulations on the withholding safety production license,adjusting the scope of the safety production admittance system,improving the management information system,and playing the role of the third party organizations and other aspects.This paper analyzed the present situation of the implementation of safety production admittance system in construction industry,summed up the problems in its implementation,and based on the field investigation and game analysis,put forward the suggestions on the reform and innovation of the safety production admittance system of construction industry,which can make this system play its positive role in safety production better,urge construction enterprises to continuously improve safety production conditions and capabilities,prevent and reduce the casualty accidents effectively.
