Petroleum industry is one of the most important pillar industries in our country.With the reform of state-owned enterprises,petroleum industry also has developed rapidly.,including the scale of exploitation,scientific management,and technological innovation.However,because of the geographical conditions of petroleum exploitation and the oilfield development cycle,G Institute as a subordinate of a state-owed petroleum enterprise,is urgent to improve its professional level and work efficiency.Especially,employee motivation is a effective way to solve the external and internal problems of oil price shock?oil field exploitation cost and employee psychological wave.The balanced scorecard,a world-famous management tool which is known as a performance evaluation system for both strategic management and performance appraisal.Up to now,a large number of researches and issues have shown that the balanced scorecard system has been well applied in many enterprises and organizations.Also in our country,many local government organizations have also learned from the successful experience of the Balanced Scorecard performance system,and promoted the efficiency of the government administration by scientific management.This paper introduces a practical application of the Balanced Scorecard theory,by the analysis of the BSC performance evaluation method with four dimensions of comprehensive financial perspective,customer perspective,intemal-business-process perspective,learning and growth perspective by the balanced scorecard.The purposes of this paper are promoting the strategic management ability of the G Institute and also the strategy oriented performance evaluation level.Based on this research,the professional and technical stuff would be excitation.The evaluation system and research methods of this paper are rationality and feasibility,which can be used as a reference of state-owned enterprises' performance evaluation level.
