| As an important tool to promote the scientific and healthy development of financial projects,performance evaluation is of great significance to sewage treatment,which is a routine and important investment in its initial stage.However,the existing performance evaluation system of sewage treatment funds has some shortcomings,such as insufficient balance in the selection of evaluation indicators,inaccurate corresponding indicators,unreasonable weight setting,etc.,which have a certain impact on the accuracy of performance evaluation results.Therefore,it is necessary to build a reasonable and scientific performance evaluation system to enhance the accuracy of performance evaluation results.In this paper,firstly,combined with the specific situation of performance evaluation of sewage treatment project in Q district,the shortcomings of the original performance evaluation system are analyzed.At the same time,through consulting literature and relevant government documents,The performance evaluation model is chosen due to the deficiencies of the original system and the principles that must be adhered to:system integrity,operability,simplification,objectivity,and reliability.Consequently,it is concluded that the formulation of a performance evaluation index system should be based on these principles.As an important strategic tool for performance evaluation,the balanced scorecard has the advantages of systematicness and balance,which can well make up for the shortcomings of insufficient balance and inaccurate index correspondence in the original performance evaluation system,and at the same time conforms to the performance evaluation principle of system integrity.Therefore,the balanced scorecard is selected as the model for the development of sewage treatment index system in Q district.This paper has adjusted the four dimensions of a balanced scorecard,namely learning and growth,financial,and customer,in light of the particular circumstances of evaluating financial project performance.,to sustainable development dimension,benefit dimension and stakeholder dimension,and closely focuses on the above principles of formulating performance evaluation system,combining with the actual situation of sewage treatment projects in Q district,taking the four dimensions of the revised balanced scorecard as the first-level indicators of performance evaluation system,selecting performance evaluation indicators,selecting second-level and third-level indicators respectively,and conducting feasibility analysis on the selected indicators.Among them,the stakeholders in the stakeholder dimension are determined according to the stakeholder theory,and then the corresponding satisfaction index is determined;The dimension of project benefit is to select indicators according to the impact of the project on society;The dimension of internal business process is to select indicators according to the key links in the development of sewage treatment projects;The dimension of sustainable development is to select evaluation indicators from the long-term development of the project.Finally,a three-level index table is formed.After the selection of indicators is completed,Delphi method is used to invite experts to evaluate the importance of the determined indicators,and AHP is used to construct the judgment matrix,calculate the final weight of each indicator,and get a more scientific performance evaluation system.The new performance evaluation system is used to re-score the sewage treatment project in Q district.By analyzing the deduction of each index,the problems existing in the implementation of the project are analyzed and relevant suggestions are put forward.Compared with the original performance evaluation system,the revised performance evaluation system has many advantages:first,the balance of the performance evaluation system is enhanced,and long-term indicators are added,balancing short-term indicators and long-term indicators,adding "project establishment" indicators according to business processes and "operating unit satisfaction indicators" according to stakeholder theory,making the content of performance evaluation more comprehensive;Secondly,the three-level indicators were reduced from 29 to 20,and the indicators with repeated meanings were deleted and replaced with indicators that were more in line with the actual situation of the project,and the evaluation indicators were more streamlined;Thirdly,using the scientific evaluation index weighting method reduces the subjectivity of the project to a great extent and makes the evaluation result more objective and reasonable,compared with the original evaluation system which is weighted by one person.Taking government departments as the performance evaluation object,this paper expounds in detail the whole process from model selection and revision to index selection and weight assignment,and formulates a more reasonable performance evaluation index system for sewage treatment,which also provides reference for the performance evaluation of other projects and has certain positive significance for the development of performance evaluation in China. |
