Measurement And Regulation Measures Of Agglomeration About Environmental Protection Industry

The environmental protection industry is one of the seven strategic emerging industries in China.Nowadays,there are some problems in environmental protection industry,such as unbalanced regional development,scattered spatial distribution,and low market competitiveness.In the historical background of China's economy changing from high speed to high quality,it is not only an objective requirement to accelerate the development of ecological civilization and green development,but also an important measure to cultivate new kinetic energy and improve the green competitiveness under the new normal condition.On the basis of analyzing the current situation and trend of the development of environmental protection industry both at home and abroad,this paper selects three indexes,such as investment intensity,income contribution rate and investment efficiency of environmental protection industry.Based on the theory of industrial agglomeration,Gini coefficients and spatial autocorrelation analysis are used to measure the spatial disequilibrium of environmental protection industry in China;Under the framework of the New Economic Geography Theory,we qualitatively analyze and construct the multiple regression model of the agglomeration development of environmental protection industry,and make an empirical analysis using the panel data of 30 provinces of China in 2000,2004 and 2011.Finally,it puts forward countermeasures and suggestions to promote the development of environmental protection industry in China.The results are as follows.Firstly,this paper reviews the development of environmental protection industry of China and developed countries in recent years.The industrial scale of environmental protection industry has been expanding,and the level of science and technology has been greatly improved.However,from the perspective of industrial development level and industrial agglomeration,there are still problems of insufficient comprehensive competitiveness and unbalanced regional development.Therefore,Spatial differences of input and output between the east,central,and west regions were investigated by establishing indicators about input and output of China's environmental protection industry.The results perceive Gini coefficients of input level are in the range of 0.3 to 0.4,observing a trend of balanced development between regions.Similarly,Gini coefficients of output level are 0.33,0.40 and 0.45,which suggest the regional differences in output level of China's environmental protection industry are becoming more obvious over time.The contribution of the environmental protection industry has an unbalanced tendency towards economic growth.In 2011,Gini coefficients of input-output ratio increased until reaching an extremely uneven state of 0.72.In addition,east-central-west regions are basically alike in terms of input level.The eastern and central regions are significantly better than the western regions in terms of output level,while the eastern region is far ahead of other regions in terms of input-output efficiency Through the spatial autocorrelation analysis to explore the agglomeration region of China's environmental protection industry,the investment level of China's environmental protection industry is basically the same,but the concentration area of output and investment efficiency is mainly in the middle and lower reaches of the Yangtze River,and the agglomeration effect of Jiangsu province and Zhejiang province is the most significant.Secondly,the level of economic development,the level of environmental protection and technology,environmental conditions,environmental laws and regulations and public awareness of environmental protection are the main driving forces for the development of the agglomeration of environmental protection industry.The level of investment in environmental protection industry has a negative correlation with the level of economic development and the level of environmental protection and technology.It has a positive correlation with environmental conditions and environmental laws and regulations,among which the public environmental awareness and environmental laws and regulations have the greatest promotion effect.The level of environmental protection industry and the level of economic development,environmental protection and technology,environment and environment are the most important.There is a positive correlation between laws and regulations,public awareness of environmental protection and other factors,among which the level of economic development and the level of environmental protection and technology have the greatest impact.The investment efficiency of environmental protection industry has a positive correlation with the economic development level,environmental conditions,environmental protection technology level and other factors,among which the economic development level and environmental protection technology level are on the environmental protection production.The impact of industry investment efficiency is the most.Thirdly,the development of environmental protection industry agglomeration helps to form economies of scale and promote innovation of regional industrial clusters.China should guide and promote the development of high quality and agglomeration of environmental protection industry from the aspects of policy guidance and incentive,environmental protection market cultivation and standardization construction,environmental protection science and technology support and environmental protection industrial park construction.
